13.\nWARRANTS: APPROVE NOS. 4322 THROUGH 4480 TOTALING $1,155,807.30\nThat the City Council approve warrant Nos. 4322 through 4480 totaling $1,155,807.30.\nCITY COUNCIL & UTILITY AUTHORITY:\n1.\nAPPROVE THE 2025 CROSS CONNECTION CONTROL MANAGEMENT PLAN\nThat the City Council and Utility Authority:\nA. Review the 2025 Cross Connection Control Management Plan; and,\nB. APPROVE AND ADOPT RESOLUTI ON NO. CC 2025-__ AND UA 2025-__ ENTITLED: A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AND THE LA\nHABRA UTILITY AUTHORITY APPROVING AND ADOPTING A CROSS-CONNECTION CONTROL\nMANAGEMENT PLAN.\n2.\nAPPROVE AN AGREEMENT WITH RAFTELIS FINANCIAL CONSULTANTS, INC. TO CONDUCT A\nWATER AND SEWER RATE IMPACT FEE STUDY\nThat the City Council and Utility Authority;\nA. Waive formal bidding requirements per the La Habra Municipal Code, Section 4.20.080(B) when a\nservice firm has established such a successful past history of work that it is clearly in the public interest not\nto negotiate with any other sources; and,\nB. Authorize the Executive Director to execute a professional services agreement with Raftelis Financial\nConsultants, Inc. for an amount not to exceed $69,630 to update the Utility Authority's five-year water and\nsewer fund financial plans and rate structures.
