11.\nAPPROVE AND ADOPT THE MEASURE M2 SEVEN-YEAR CAPITAL IMPROVEMENT PROGRAM,\nMASTER PLAN OF ARTERIAL HIGHWAYS (MPAH) CIRCULATION ELEMENT CONSISTENCY,\nMITIGATION FEE PROGRAM AND PAVEMENT MANAGEMENT PLAN AS PART OF THE\nMEASURE M2 ELIGIBILITY SUBMITTAL TO THE ORANGE COUNTY TRANSPORTATION\nAUTHORITY (OCTA) FOR FISCAL YEAR 2025-2026\nThat the City Council:\nA. Approve and adopt the Measure M2 Seven-Year Capital Improvement Program (CIP) for Fiscal Year\n2025-2026, an update of the Master Plan of Arterial Highways (MPAH) Circulation Element, the updated\nMitigation Fee Program, and the updated Pavement Management Plan;\nB. Authorize staff to submit the required documents to the Orange County Transportation Authority (OCTA)\nto comply with the Measure M2 Eligibility requirements for Fiscal Year 2025-2026;\nC. APPROVE AND ADOPT RESOLUTI ON NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CONCERNING THE STATUS AND\nUPDATE OF THE CIRCULATION ELEMENT, AND MITIGATION FEE PROGRAM FOR THE\nMEASURE M2 (M2) PROGRAM; and,\nD. APPROVE AND ADOPT RESOLUTI ON NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CONCERNING THE STATUS AND\nUPDATE OF THE PAVEMENT MANAGEMENT PLAN FOR THE MEASURE M2 (M2) PROGRAM.
