11V. CONSIDERATION OF A RESOLUTION TO ACCEPT OCTA MEASURE M2\nPROJECT V GRANT FUNDING, APPROVE A SUPPLEMENTAL\nAPPROPRIATION IN THE AMOUNT OF $150,000, AWARDING A\nPROFESSIONAL SERVICES AGREEMENT TO LYFT, INC. FOR SAN\nCLEMENTE RIDESHARE SERVICES PROGRAM (SC RIDES), AUTHORIZING\nTHE CITY MANAGER TO EXECUTE THE AGREEMENT AND FINDING THE\nPROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-105, which will:\n1. Find the project statutorily exempt from the California Envriornmental\nQuality Act (CEQA) under Public Resources Code section 21080(b)(10).\n2. Accept the Orange County Transportation Authority (OCTA) 2024 Project\nV Grant for on-demand transit service in the amount of $3,264,428 (to\nLocal Transit Program revenue Account No. 021-000-33790).\n3. Approve a supplemental appropriation in the amount of $150,000 from the\nLocal Transit Program revenue account 021-000-33790 to the SC Rides\ncontract expenditure Account No. 021-808-43890.\n4. Award a three-year Professional Services Agreement contract to Lyft, Inc.\nfor on-demand SC Rides rideshare services with the option, at the City's\nsole discretion, to award two additional years.\n5. Approve, and authorize the City Manager to execute, Contract No. C25-\n40, by and between the City of San Clemente and Lyft, Inc., providing for\non-demand SC Rides rideshare services with the option, at the City's sole\ndiscretion, to award two additional years upon successful demonstration\nof exemplary contract performance, in an amount not to exceed\n$1,050,000, in a form substantially similar to that presented to City Council\non June 17, 2025.
