RECONSIDERATION OF A RESOLUTION TO INITIATE A ZONING\nAMENDMENT RELATED TO THE AMORTIZATION PROCESS OF\nSHORT-TERM LODGING UNITS, AND REQUEST FOR FURTHER\nCONSIDERATION OF HOTEL-DEVELOPMENT OPPORTUNITIES FOR\nENHANCEMENT OF TRANSIENT OCCUPANCY TAX REVENUE\n(Agendized by Councilmember Loeffler, with the support of Councilmember Wu\nand Mayor Pro Tem Enmeier at the June 3, 2025 City Council meeting.)\nStaff Recommendation\nAdopt Resolution No. 25-85, which will:\n1. Revoke the City Council’s previous direction on May 20, 2025 regarding\ninitiation of a zoning amendment related to the amortization process of\nshort-term lodging units and consideration of hotel-development\nopportunities for enhancement of transient occupancy tax revenue.\n2. Initiate a zoning amendment to increase development potential of hotels\nand motels City-wide through zoning code enhancements or other special\nexceptions, beyond the zoning modifications currently contemplated as\npart of the Gateway Overly.\n3. Initiate a zoning amendment to expand the allowed areas or capacities for\nSTLUs, with a focus on non-residential areas, such as mixed-use and\ncommercial zones, and explore opportunities for a limited-term expansion\nrelated to the 2028 Olympics or other major regional events in such zones\nas well as residential zones.\n4. Initiate an amendment to the Marblehead Coastal Specific Plan and carry\nout required environmental review to identify the hotel site on the Outlets\nproperty as a landmark building, and “fast track” the process by bringing\nthe item directly back to the City Council for consideration and action.\n5. Maintain the status quo in processing applications for short term lodging\nunits (STLU) to short term apartment rentals (STAR) conversions on a\nfirst-come, first-served basis in the order in which such applications are\ndeemed complete, not from the date upon which they are submitted and\napply current 300-foot minimum separation requirements.

Approve, and authorize the City Treasurer to execute, Contract No. C25-\n31, by and between the City of San Clemente and Public Agency\nRetirement Services (PARS), to administer the City’s Section 115 Pension\nInvestment Trust Fund (115 Trust).\n2. Authorize the City to enter into the regional contract with South Orange\nCounty Wastewater Authority (SOCWA), JCI Jones Chemical, Inc., and\nSouth Orange County Wastewater Authority (SOCWA) entities for a\none-year term for the supply of Sodium Hypochlorite to the City’s Water\nReclamation Plant and authorize the City Manager to execute the contract\nin an amount not to exceed $185,400 for the initial one-year term.\n2. Approve, and authorize the City Manager to execute, Contract No. C25-\n33, by and between the City of San Clemente and South Orange County\nWastewater Authority (SOCWA), JCI Jones Chemical, Inc., South Orange\nCounty Wastewater (SOCWA) entities, providing for a supply of Sodium\nHypochlorite to the Water Reclamation Plant for wastewater treatment, in\nan amount not to exceed $185,400 for the initial one-year term.\n3. CONSIDERATION OF A RESOLUTION APPROVING A PARKING\nAGREEMENT BETWEEN CHABAD JEWISH CENTER AND THE CITY OF\nSAN CLEMENTE\nStaff Recommendation\nAdopt Resolution No. 25-100, which would approve, and authorize the City\nManager to execute, Contract No. C25-39, the Parking Agreement, by and\nbetween the City of San Clemente and Chabad Jewish Center, included as\nExhibit A to the proposed Resolution (Attachment 1) for an initial annual\nlicense fee of $1,000 and an initial term of five years with one five-year option\nexercisable in the City Manager’s discretion.
