CONTRACT AWARD - FY 2026 ARTERIAL STREET IMPROVEMENT\nPROGRAM, AND FINDING THE PROJECT CATEGORICALLY EXEMPT\nFROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nStaff Recommendation\nAdopt Resolution No. 25-96, which will:\n1. Find the FY 2026 Arterial Street Improvement Program, CIP Project No.\n16317, categorically exempt from the California Environmental Quality Act\n(CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the\nState CEQA Guidelines.\n2. Award the FY 2026 Arterial Street Improvement Program, CIP Project No.\n16317, contract to American Asphalt South, Inc.\n3. Approve, and authorize the City Manager to execute, Contract No. C25-\n37, by and between the City of San Clemente and American Asphalt\nSouth, Inc., providing for the FY 2026 Arterial Street Improvement\nProgram, in an amount not to exceed $714,938, in a form substantially\nsimilar to Contract No. 25-37 (Attachment 3).
