8.\nApprove the City’s voluntary participation in the Voluntary Rate Range Program (VRRP);\nauthorize the City Manager and/or designee to execute the Intergovernmental Agreement\nRegarding Transfer of Public Funds between the California Department of Health Care\nServices (DHCS) and City of Fountain Valley – Presentation by Battalion Chief Tim Saiki\nRecommended Action: Approve the City’s voluntary participation in the Calendar Year 2024\nVoluntary Rate Range Program Intergovernmental Transfer (VRRP IGT); authorize the City\nManager and/or designee to execute the Intergovernmental Agreement Regarding Transfer\nof Public Funds with the California Department of Health Care Services; authorize the City\nManager and/or designee to execute the Health Plan-Provider Agreement Intergovernmental\nTransfer Rate Range Program Agreement with CalOptima Health; authorize the City Manager\nand/or designee to execute the Health Plan-Provider Agreement Intergovernmental Transfer\nRate Range Program Agreement with Kaiser Foundation Health Plan; and authorize the\npayment of $530,379 to the California Department of Health Care Services (DHCS) with a\n2% contingency of $10,000.
