11.\nSTAGE ROAD AND ISELI ROAD STREET IMPROVEMENTS – AWARD OF\nCONTRACT (PUBLIC WORKS)\nRECOMMENDATION: It is recommended that the City Council:\n1) Find and declare that Sequel Contractors, Inc. of Santa Fe Springs, California\ndoes not meet the requirements of a Responsible Bidder as defined in California\nPublic Contract Code Section 1103 and reject as non-responsible the apparent\nlow bid received from Sequel in the amount of $1,136,100; and\n2) Award a construction contract to the 2nd apparent low bidder Toro Enterprises,\nInc. of Oxnard, California in the amount of $1,219,264.50 for the construction of\nthe Stage Road and Iseli Road Street Improvements and authorize the City\nManager to execute the agreement; and\n3) Deprogram $1,737,800 of Capital Improvement Fund Reserves, previously\nappropriated in Account No. PW250102 for the Stage Road and Iseli Road Street\nImprovements Project; and\n4) Appropriate $1,737,800 from the Measure SFS Fund for the Stage Road and Iseli\nRoad Street Improvements Project to Account No. PW250102; and\n5) Take such additional, related action that may be desirable.\nREGULAR BUSINESS
