23. City Council:\nStaff recommends that the City Council accept $1,835,000 25-826\nin grant funds from the California Coastal Commission and\nappropriate these funds to the grant fund account per\nResolution 24-R0588-1; approve Amendment 2 to the\nProfessional Services Agreement with GHD Inc., in the\namount of $1,630,000, for a total revised contract price of\n$4,918,790, for the Phase 2 Sand Nourishment and\nRetention Pilot Project (RE:BEACH), which is funded by the\ngrant; approve donated funds from Resilient Cities Catalyst;\nauthorize the creation of a limited term full-time\nManagement Analyst position and an hourly extra help\nConsulting Assistant position to support coastal\nmanagement using grant and donated funds; and authorize\nthe City Manager to execute the amendment upon receipt\nof all supporting documents. These recommendations do\nnot require the use of City General Funds; all associated\ncosts discussed herein are fully covered by an external\ngrant and donated funds.
