City Council:\nStaff recommends that the City Council award a public 25-755\nworks agreement to GC Landscaping & General\nConstruction, Inc., in the amount of $225,712, and\nauthorize a 10% owner-controlled contingency ($22,571),\nfor construction of the Mission Basin Well 2 Access\nImprovements; and authorize the City Manager, or\ndesignee, to execute the agreement upon receipt of all\nsupporting documents.

City Council:\nStaff recommends that the City Council award a contract to 25-815\nVicon Enterprise, in the amount of $499,500, for the\nconstruction of the San Luis Rey Water Reclamation\nFacility RAS Pipe Replacement Project; authorize the City\nEngineer to execute change orders up to a total of 15\npercent of the contract value for any unforeseen conditions\nfor a total not to exceed amount of $574,425; appropriate\n$350,000 from the Sewer Fixed Asset Replacement Fund;\nfind the project exempt from CEQA and direct staff to file a\nNotice of Exemption; and authorize the City Manager to\nexecute the agreements upon receipt of all supporting\ndocuments.

City Council:\nStaff recommends that the City Council accept $1,835,000 25-826\nin grant funds from the California Coastal Commission and\nappropriate these funds to the grant fund account per\nResolution 24-R0588-1; approve Amendment 2 to the\nProfessional Services Agreement with GHD Inc., in the\namount of $1,630,000, for a total revised contract price of\n$4,918,790, for the Phase 2 Sand Nourishment and\nRetention Pilot Project (RE:BEACH), which is funded by the\ngrant; approve donated funds from Resilient Cities Catalyst;\nauthorize the creation of a limited term full-time\nManagement Analyst position and an hourly extra help\nConsulting Assistant position to support coastal\nmanagement using grant and donated funds; and authorize\nthe City Manager to execute the amendment upon receipt\nof all supporting documents. These recommendations do\nnot require the use of City General Funds; all associated\ncosts discussed herein are fully covered by an external\ngrant and donated funds.
