18. City Council:\nStaff recommends that the City Council award a contract to 25-815\nVicon Enterprise, in the amount of $499,500, for the\nconstruction of the San Luis Rey Water Reclamation\nFacility RAS Pipe Replacement Project; authorize the City\nEngineer to execute change orders up to a total of 15\npercent of the contract value for any unforeseen conditions\nfor a total not to exceed amount of $574,425; appropriate\n$350,000 from the Sewer Fixed Asset Replacement Fund;\nfind the project exempt from CEQA and direct staff to file a\nNotice of Exemption; and authorize the City Manager to\nexecute the agreements upon receipt of all supporting\ndocuments.
