12.1\nAdoption of the Fiscal Year 2025/2026 and 2026/2027 Budget\nRECOMMENDED ACTION\n1. Adopt a resolution approving the (FY) Fiscal Year 2025/2026 and 2026/2027\nBiennial Budget; and\n2. Adopt a resolution approving the GANN Appropriations Limit; and\n3. Adopt a resolution approving the FY 2025/2026 authorized positions and\ncompensations subject to future update based on final revenue­based Cost of\nLiving Adjustments (COLA) pursuant to existing labor Memorandums of\nUnderstanding (MOUs); and\n4. Adopt a resolution committing $3,906,674 million in Committed Reserves from\nRockport Ranch Mitigation Fee towards the future community center project\nand moving $2,000,000 from Assigned Fund Balance Public Facilities to\nCommitted Fund Balance Public Facilities, and moving $1,200,000 million in\nQuality of Life fund balance to an Assigned Fund Balance for the CIP 14­01:\nMenifee Mayor and McCall/I­215\nCity Council Interchange Project; and\nJune 18, 2025\n5. Authorize the Finance Department to process corresponding transfers of all\napproved CIP Program expenditure appropriations to Capital Projects Fund\n(Fund 4320) for purposes of consolidating program expenditures under one\n1. Find Municipal Code Amendment No. LR24­0135, exempt from environmental\nreview under the California Environmental Quality Act (CEQA) and direct staff\nto file a Notice of Exemption; and\n2. Introduce an ordinance approving Municipal Code Amendment No. LR24­0135,\namending Title 5, Business Regulations, Title 7, Subdivisions, and Title 9,\nPlanning and Zoning of the Menifee Municipal Code.\n purposes of consolidating program expenditures under one\nfund.
