31.\nRESOLUTION APPROVING A NEW CLASS SPECIFICATION FOR PLANNING\nMANAGER, AN AMENDED CLASS SPECIFICATION FOR SIGNAL AND LIGHTING\nFOREMAN AND APPROVAL OF A REVISED COMPREHENSIVE MEMORANDUM OF\nUNDERSTANDING BETWEEN THE CITY OF ALHAMBRA AND THE ALHAMBRA\nMANAGEMENT EMPLOYEES’ ASSOCIATION – F2M25-2, R2M25-24, C2M17-70,\nM2M25-102\nMunicipal Code Section 2.48.070(B) provides that before a class specification becomes\neffective or other changes are made to the City’s Classification Plan, it shall first be\napproved by the City Council. In reviewing the staffing structure of the Community\nDevelopment Department, it is proposed that for organizational efficiency purposes. the\nPlanning Division be overseen and managed by a Planning Manager. Henceforth, this\nnew class specification is proposed for approval. As needed, staff will periodically conduct\na review of class specifications to ensure job requirements remain relevant and current.\nThe class specification for Signal and Lighting Foreman is amended to reflect the removal\nthe requirement for a Class B Driver’s License as it was deemed not necessary to perform\nthe work required. Additionally, language pertaining to physical demands and work\nenvironment are updated to reflect current standards of the position. There are no changes\nto the salary for this position. Staff has discussed and reviewed the class specifications\nwith the Alhambra City Management Employees’ Association (AMEA) and AMEA\nrepresentatives are in agreement with the class specifications as proposed. As such,\nthese changes are reflected in this revised Comprehensive Memorandum of\nUnderstanding between the City and the AMEA.\nRecommended Action:\nCity Council take the following actions: 1) Adopt Resolution\nNo. R2M25-24 entitled: A Resolution of the Alhambra City Council approving a new Class\nSpecification Planning Manager, a revised Class Specification for Signal and Lighting\nForeman and a revised Comprehensive Memorandum of Understanding between the City\nof Alhambra and the Alhambra Management Employees’ Association; and, 2) Direct staff\nto undertake the steps necessary to finalize Council’s action.
