1.\nCOMMENDATIONS: ENVIRONMENTAL SCHOLARSHIP AWARD RECIPIENTS –\nF2M25-3\nMayor Lee and City Council wish to commend the recent winners of the Fourth Annual\nEnvironmental Scholarship Award. Republic Services joined with the City of Alhambra to\naward five scholarships of $1,000 to Alhambra students. Each finalist submitted an essay\nbased on the theme of environmental stewardship and acknowledged the power of future\ngenerations to innovate greener living standards, an environmentally sound economy, and\nan environmentally sustainable lifestyle. The City of Alhambra is pleased to congratulate\nAlhambra students Danny Thach, Elizabeth Ma, Asher Wong, Jadee Lin and Michelle\nZang for their achievements and for inspiring others through their dedication to the\nconservation of our planet. Mayor Lee will present commendations to the scholarship\naward recipients.

10.\nAWARD CONTRACT: REVENUE\nF2M13-40, C2M25-24, M2M25-83\nSOFTWARE\nANNUAL\nMAINTENANCE\n–\nThe Finance Department utilizes revenue management software provided by Progressive\nSolutions Inc. (PSI). This system includes a comprehensive cashiering component that\ntracks and processes various licenses and permits, including business licenses, false\nalarm, paramedic subscriptions, and more. The software is licensed to the City and plays\na critical role in the day-to-day operations of the Finance Department’s Revenue Division.\nPSI also provides ongoing annual support and maintenance services to ensure the\nsystem’s reliability and performance. This contract also includes the cost of integrating\ninvoice and payment data between Tyler EnerGov and the PSI revenue system. Pursuant\nto Alhambra Municipal Code Section 3.36.080(B)(2), the competitive purchasing process\nmay be waived when the required equipment or services can only be obtained from a\nsingle source. As the original developer of the revenue software, Progressive Solutions\nInc. (PSI) is the sole provider of system licenses, technical support, and software updates.\nNo other vendor is capable of delivering the comprehensive support services and upgrade\ncapabilities required to maintain and enhance the City’s existing revenue software\ninfrastructure.\nRecommended Action:\nCity Council award a professional services agreement to\nProgressive Solutions, Inc. for the City’s cashiering, license, and permit systems, in the\namount of $67,233.59 and $69,250.60, subject to an annual Consumer Price Index (CPI)\nadjustment, for a term of three (3) years plus two optional one-year extensions, from July\n1, 2025, through June 30, 2028, subject to final approval of the language by the City\nManager and City Attorney; direct staff to take the necessary steps to finalize the action;\nand, authorize the City Manager to execute the annual support agreements and\nextensions if services are satisfactory. 11.\nQUARTERLY CONTRACTS REPORT AS OF MAY 31, 2025 – F2M25-40\nOn August 26, 2024, the City Council adopted Ordinance No. O2M24-4837, implementing\nthe California Uniform Public Construction Cost Accounting Act (CUPCCAA), as outlined\nin California Public Contract Code Sections 22000–22045. On April 14, 2025, the City\nCouncil adopted Ordinance No. O2M25-4845, updating contract thresholds in accordance\nwith recent CUPCCAA amendments. During this meeting, the Council also requested a\nreport identifying all contracts awarded between $50,000 and $75,000, which previously\nrequired Council approval before CUPCCAA implementation. Staff has provided a report\nidentifying all contracts awarded between $50,000 and $75,000 from August 26, 2024\nthrough May 31, 2025, the report is outlined in the Director of Finance’s June 23, 2025\nstaff report. This report will be provided to the City Council on a quarterly basis moving\nforward.\nRecommended Action:\nas of May 31, 2025.\nCity Council receive and file the quarterly contracts report

12.\nAWARD CONTRACT: MAIN STREET AND FOURTH STREET SEWER MAIN\nREPLACEMENT PROJECT - PHASE 2 – F2M22-53, N2M25-36, C2M25-25, M2M25-84\nOn March 24, 2025, the City Council approved the distribution of Notice Inviting Bids for\nthe Main Street and 4th Street Sewer Main Replacement Project – Phase 2. On May 15,\n2025, the City received and opened seven bids for the Project ranging from $2,555,937.50\n(CEM Construction Corp.) to $7,996,324 (Mladen Buntich Construction Co. Inc.). CEM\nConstruction Corp. submitted the lowest bid. However, CEM Construction Corp. has\nsubmitted bid relief letter due to clerical error. Therefore, the bid from CEM Construction\nCorp. has been withdrawn. The second lowest bidder, Ramona, Inc. ($2,941,665.50) was\ndeemed the lowest responsive bidder. Staff reviewed the bid submitted by Ramona, Inc.,\nand found it to be in full compliance and conformance with the project specifications.\nRecommended Action:\nCity Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nRamona Inc., for the Main Street and Fourth Street Sewer Main Replacement Project Phase 2 in an amount not to exceed $2,941,665.50; direct the Finance Director to\nappropriate funds in the amount of $292,609.30 from Sewer Fund Balance; and, direct\nstaff to undertake the steps necessary to finalize Council’s action. 13.\nAWARD CONTRACT: PURCHASE OF A NEW RESCUE AMBULANCE – F2M25-6A,\nC2M25-26, M2M25-85\nOn May 13, 2024, the City Council approved the acceptance of a grant in the amount of\n$450,000.00 for the purchase of a Fire Department ambulance from Representative Judy\nChu and the U.S. Department of Housing and Urban Development (HUD) Fiscal Year\n2024 Economic Development Initiative (EDI) – Community Project Funding grant. The Fire\nDepartment’s ambulance RA76 is over seventeen years old and does not have the\nmodern technology and safety features desired in a frontline ambulance. Staff is seeking\nto purchase a new ambulance to replace the aging vehicle through a cooperative purchase\nagreement. A cooperative purchase is allowable per Alhambra Municipal Code Section\n3.36.080(B)(3). Sourcewell awarded contract #122123-RVG on March 2, 2024 – a\ncontract that does not expire until February 28, 2028. Sourcewell bid specifications\nincluded an option for purchasing ambulances and emergency medical service vehicles.\nStaff is recommending purchasing the rescue ambulance utilizing this option.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Professional Sales and Service L.C.\nin an amount not to exceed $449,918.01 for the purchase of a new rescue ambulance;\nand, direct staff to undertake the steps necessary to finalize Council’s action. 14.\nAMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT\nCALIFORNIA ADVOCACY, LLC – F2M22-19, C2M22-38, M2M25-86\nWITH\nThe City of Alhambra continues to be actively engaged in monitoring legislation and policy\ndevelopments at the state level that directly impact municipal services and operations.\nCalifornia Advocacy, LLC has provided the City with professional government relations\nconsulting for several years. Their support has been instrumental in representing\nAlhambra’s interests in Sacramento and ensuring the City stays informed about legislation\naffecting local government agencies. The existing contract (Contract No. C2M22-38) was\napproved in 2022 for a three-year term at a total cost of $180,000.00. Staff recommends\nextending the contract for an additional three one-year terms to ensure continued support\nfor ongoing legislative matters. California Advocacy, LLC has a proven track record of\nconsistent representation and a strong understanding of Alhambra’s ongoing and\nemerging priorities. Under Section 3.38.050 of the City of Alhambra Municipal Code, the\nCity Council, at its discretion, may dispense with the competitive process when it is\ndeemed advantageous for the City to do so.\nRecommended Action:\nCity Council approve an amendment to the contract with\nCalifornia Advocacy, LLC, subject to final language approval by the City Manager and City\nAttorney; extend the performance period by three one-year terms through June 30, 2028,\nin the amount of $60,000 per year; authorize the City Manager, or their designee, to\nexecute the extension subject to satisfactory performance; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 15.\nAMENDMENT TO COOPERATIVE AGREEMENT WITH CALTRANS FOR THE\nFREMONT RAMP AND INTERCHANGE IMPROVEMENTS – F2M19-32, C2M21-43,\nM2M25-87\nOn August 9, 2021, the City Council authorized a Cooperative Agreement with Caltrans\nfor the Fremont Ramp and Interchange Improvements. The Cooperative Agreement\ndevelops, reviews, and approves the Project Initiation Documents (PID) as reimbursable\nwork. Further, the Cooperative Agreement allows Caltrans to work directly with the City to\nfacilitate processing and approval by Caltrans’ units. On June 5, 2025, the City received\nnotice of an Amendment needed to the Fremont Interchange Cooperative Agreement to\ncover Caltrans’ costs for additional reviews attributed to updates to the PID. The\nCooperative Agreement originally established $210,000 of Local Funds for the\ndevelopment of the PID; however, an additional $70,000 in review costs are needed,\nsuggesting changes from $210,000 to $280,000 in the Agreement for the development of\nthe PID. Appropriations are needed from Measure R 710 Funds in the amount of $70,000\nto enable the Amendment. Once payment is made to Caltrans, the review will allow for\nthe completion of documents and promote the Fremont Ramp and Interchange to scope\nthe environmental document studies.\nRecommended Action:\nCity Council authorize an Amendment to the Cooperative\nAgreement by and between the City of Alhambra and the California Department of\nTransportation (Caltrans), subject to review and approval by the City Manager and the\nCity Attorney, for an additional $70,000 to review the Project Initiation Documents for the\nFremont Ramp and Interchange Improvements; approve additional appropriations in the\namount of $70,000 from Measure R 710 Funds; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. 16.\nACCEPTANCE OF FY 2024 URBAN AREA SECURITY INITIATIVE GRANT AND\nAPPROPRIATION OF GRANT REVENUES AND EXPENDITURES – F2M1-106,\nC2M25-27, M2M25-88\nAs a designated Core City, the City of Los Angeles is eligible for additional funding through\nthe Urban Area Strategic Security Initiative (UASI) Grant Program that is administered by\nthe Department of Homeland Security. In addition to the Core City, individual cities that\nare contiguous to the City of Los Angeles are also eligible for funding. Under this UASI\ngrant program, the Police and Fire Departments jointly submitted a grant request for\nMobile Data Computers for the Police Department and for Urban Search and Rescue\nequipment and training, regional task force equipment, and Regional Training Center\nmaintenance for the Fire Department. On May 27, 2025, the Approval Authority, which\nadministers the UASI Grant Program, announced funds had been approved for the Police\nDepartment in the sum of $120,000 and for the Fire Department the sum of $173,000 for\nthe various equipment and training items. Staff is requesting the City Council authorize\nthe acceptance of UASI grant funds as prescribed above.\nRecommended Action:\nCity Council accept the 2024 Urban Area Strategic Security\nInitiative Grant (UASI) in the amount of $293,000; direct the Finance Director to amend\nthe City’s 2025-2026 Adopted Budget by increasing the Police Department revenue by\n$120,000 in account 101.20.42401 and appropriating $120,000 in account\n101.20.2010.99400 and increasing the Fire Department revenue by $173,000 in account\n101.30.42401 and appropriating $173,000 in account 101.30.3610.99400; authorize the\nCity Manager or designee to execute the grant documents; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 17.\nAPPROVAL OF PARCEL MAP NO. 84017 – F2M25-11, M2M25-89\nOn July 22, 2024, Tentative Parcel Map No. 84017 was approved to develop a commercial\nshopping center consisting of three drive-through, quick-serve food-related uses totaling\n7,053 square feet of floor area on an approximately 2.7-acre site within the CMU\n(Commercial Mixed-Use) zone located at 132 and 146 South Palm Avenue, and 127 South\nRaymond Avenue in the City of Alhambra. On May 8, 2025, the City Engineer signed\nParcel Map No. 84017 and recommended recordation of the same. All Conditions of\nApproval applicable to Parcel Map No. 84017 have been met and the project Agreements\nand Covenants have been approved and recorded.\nRecommended Action:\nCity Council adopt Minute Order No. M2M25-89 as follows:\nRESOLVED by the Alhambra City Council as follows:\nSECTION ONE: Based upon the recommendation of the Director of\nCommunity Development in his report dated June 23. 2025, this Council\nhereby finds and determines that the herein below described project will not\nviolate any of the provisions of Sections 66473, 66474.1 and 66474.6 of the\nSubdivision Map Act of the State of California relating to findings for approval.\nSECTION TWO: This Council hereby approves Parcel Map No. 84017 to\ndevelop a commercial shopping center consisting of three (3) drive-through,\nquick-serve food-related uses totaling 7,053 square feet of floor area on an\napproximately 2.7-acre site within the CMU (Commercial Mixed-Use) zone\nlocated at 132 and 146 South Palm Avenue, and 127 South Raymond Avenue,\nand authorizes the City Clerk to endorse on the face of the map the certificate\nwhich embodies the approval of said map.

18.\nAWARD CONTRACT: PROFESSIONAL ELECTRICAL AND HVAC SERVICES –\nPARKS FACILITIES – F2M25-37, RFP2M25-7, C2M25-28, M2M25-90\nOn May 12, 2025, the City Council approved the distribution of a Request for Proposals\nfor Professional Electrical and HVAC Services for parks facilities, Golf Course and\nAlmansor Court. On May 29, 2025, the Parks & Recreation Department office received\nthree proposals for the services. A committee comprised of representatives from the Parks\nand Recreation and Public Works/Utilities Departments evaluated the proposals and\nranked them based on a variety of factors from experience, understanding of the scope of\nwork, cost effectiveness, and professional recommendations. On June 4, 2025, staff\ninterviewed three companies: Acco Engineering Systems, Element Mechanical Services,\nInc. and J.G. Mendoza Electric, Inc. and chose J.G. Mendoza Electric, Inc., as the most\nprofessional and qualified company. J.G. Mendoza Electric, Inc., proposes to provide\nprofessional electrical and HVAC services to maintain park facilities for $76,665.00\nannually for Fiscal Year 2025-2026 and Fiscal Year 2026-2027.\nRecommended Action:\nCity Council award a contract, subject to the final language\napproved by the City Manager and City Attorney, to J.G. Mendoza Electric, Inc. in an\namount not to exceed $76,665.00 annually for Fiscal Year 2025-2026 and Fiscal Year\n2026-2027 for Professional Electrical and HVAC Services to maintain park facilities; and,\ndirect staff to undertake the steps necessary to finalize the Council’s action. 19.\nAWARD CONTRACT: CONSTRUCTION MANAGEMENT SERVICES FOR THE\nALHAMBRA COMMUNITY CENTER – F2M25-32, RFP2M25-6, C2M25-29, M2M25-91\nOn April 14, 2025, the City Council authorized the circulation of a Request for Proposals\n(RFP) for Construction Management Services for the Alhambra Community Center\nProject. The City intends to hire a Construction Manager for the “CM Multi-Prime” project\ndelivery of the Alhambra Community Center Project. A total of two proposals for this\nproject were received from qualified consulting firms. On June 9, 2025, an evaluation\npanel consisting of the Project Manager from Corbis and Cowley and two City staff\nmembers interviewed and rated the firms to determine how each met the essential\nrequirements outlined in the RFP, including: Compliance with the RFP Requirements;\nproject understanding and approach; experience; level of effort, schedule, and costeffectiveness to provide efficient services. After careful consideration, the evaluation panel\ndetermined Illig Construction best meets the City’s criteria and overall needs.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, by and between the City of Alhambra\nand Illig Construction for Construction Management Services for the construction of the\nAlhambra Community Center in an amount not to exceed $2,161,626; and, direct staff to\nundertake the steps necessary to finalize the Council’s action. 2.\nADOPTION OF BUDGET FOR FISCAL YEARS 2025-2026 AND 2026-2027 AND THE\nFISCAL YEAR 2025-2026 APPROPRIATION LIMIT – F2M25-17, N2M25-76, R2M25-26,\nR2M25-23, M2M25-1000\nThis is the time and place set by Notice No. N2M25-76 for the City Council to hold a public\nhearing to consider the following:\nA.\nBudget for Fiscal Years 2025-2026 and 2026-2027 and Capital Improvement\nPlan (CIP) for Fiscal Years 2025-2026 through 2029-30: The adoption of the\nAnnual Budget for the City of Alhambra, the Golf Course Clubhouse Corporation,\nAlhambra Capital Improvements Corporation, Alhambra Parking Authority,\nAlhambra Facilities Financing Authority and the Alhambra Public Financing\nAuthority for the fiscal years 2025-2026 and 2026-2027 as well as the Capital\nImprovement Plan for fiscal years 2025-2026 through 2029-30, as more fully\ndiscussed in the June 23, 2025 report of the Director of Finance available on the\nCity’s website and on file in the City Clerk’s Office. The proposed budget reflects\nAlhambra’s continued efforts to safeguard and enhance core services that\npreserve quality of life, promote property value stability, and maintain the City’s\nreputation as a safe and desirable place to live and do business, while addressing\nexternal economic uncertainties. The proposed Budget and CIP reflects the City’s\ncommitment to maintaining essential services that residents rely on, included wellmaintained streets, high-quality parks, safe and clean neighborhoods, and prompt\nemergency response services.\nRecommended Action:\nAfter receiving public testimony, the Mayor should\nclose the public hearing and the City Council should adopt Resolution No.\nR2M25-26 entitled: A Resolution of the Alhambra City Council approving the\nBudget of the City of Alhambra, Golf Course Clubhouse Corporation, Alhambra\nCapital Improvements Corporation, Alhambra Parking Authority, Alhambra\nFacilities Financing Authority and the Alhambra Public Financing Authority for the\nFiscal Years 2025-26 and 2026-27 and the Capital Improvements Plan for Fiscal\nYears 2025-26 through 2029-30; and, direct staff to undertake the steps necessary\nto finalize Council’s action.\nB.\nBudget for Fiscal Years 2025-2026 and 2026-2027: The adoption of the Annual\nBudget for those portions of the Budget pertaining to the Golf Course Clubhouse\nCorporation, Alhambra Capital Improvements Corporation, Alhambra Parking\nAuthority, Alhambra Facilities Financing Authority and the Alhambra Public\nFinancing Authority.\nRecommended Action: After receiving public testimony, the Mayor should close\nthe public hearing and the Golf Course Clubhouse Corporation, Alhambra Capital\nImprovements Corporation, Alhambra Parking Authority, Alhambra Facilities\nFinancing Authority and the Alhambra Public Financing Authority adopt Joint\nMinute Order No. M2M25-1000 as follows:\nRESOLVED by the Golf Course Clubhouse Corporation, Alhambra\nCapital Improvements Corporation, Alhambra Parking Authority,\nAlhambra Facilities Financing Authority and Alhambra Public\nFinancing Authority that this Golf Course Clubhouse Corporation,\nAlhambra Capital Improvements Corporation, Alhambra Parking\nAuthority, Alhambra Facilities Financing Authority and Alhambra Public\nFinancing Authority jointly and severally hereby approve their\nrespective portions of the Budget for Fiscal Years 2025-2026 and\n2026-2027.\nC.\nFY 2025-2026 Appropriation Limit: Proposition XIII B (Gann Initiative) prohibits\nlocal agencies from exceeding their 1978-79 fiscal year appropriations after\nallowing for cost-of-living (CPI) and population changes which are certified by the\nState Department of Finance. Proposition 111 allows the City to adjust its annual\nlimits for the following factors, subject to approval by the City Council:\na)\nb)\nEither the California Per Capita Income or the percentage change in local\nassessment roll from the preceding year due to the addition of local\nnonresidential construction in the City.\nEither the City’s own population growth or the population growth of the entire\ncounty.\nGovernment Code Section 7910 requires agencies to adopt a resolution each year\ndisclosing their appropriation limit. In accordance with Proposition 111, the City is\nrequired to conduct a review of their appropriations limit during the annual financial\naudit. For fiscal year 2023-2024, the City’s appropriation limit was reviewed by our\nauditors, Moss, Levy & Hartzheim, LLP, and determined to be properly calculated.\nThe calculations in computing the City of Alhambra’s appropriation limit for the\n2025-2026 fiscal year are on file in the Finance Department. The appropriation\nlimit for the 2025-26 fiscal year is $201,962,521 and the applicable appropriation\nsubject to this limitation is $85,928,695. Therefore, the City is favorably under the\nappropriations limit by $116,033,826.\nRecommended Action:\nAfter receiving public testimony, the Mayor should\nclose the public hearing and the City Council should adopt Resolution No.\nR2M25-23 entitled: A Resolution of the Alhambra City Council establishing the\nAppropriation Limit for FY 2025-26 and approving the annual adjustment factors\nused in the calculation thereof; and, approve the annual adjustment factors (per\ncapita income change +6.44% and City population change +.22%) used in the\ncalculation of the appropriation limit.

20.\nCONTRACT EXTENSION: HEATING, VENTILATION AND AIR CONDITIONING\n(HVAC) MAINTENANCE SERVICES – F2M22-44, C2M22-42, M2M25-92\nOn July 25, 2022, the City Council awarded a three-year contract to Allison Mechanical,\nInc. for Heating, Ventilation, and Air Conditioning (HVAC) Maintenance for City Hall, Civic\nCenter Library, Police Department, and Fire Station 71 in the amount of $335,196.00. The\ncontract included an option to extend the contract for two additional one-year terms. On\nMarch 11, 2024, the City Council approved Amendment No. 1 to include quarterly\nmaintenance services at Fire Stations 72, 73, and 74, and the Training Facility for an\nadditional amount of $14,457.00 for the remaining two years of the contract. Allison\nMechanical has provided satisfactory performance and staff are pleased with their service.\nStaff is requesting an amendment for July 1, 2025 through June 30, 2026 in an amount\nnot to exceed $129,289.00. There was no pricing change or increase from the initial\nproposal that was submitted by Allison Mechanical, Inc.\nRecommended Action:\nCity Council extend the existing contract with Allison\nMechanical, Inc., subject to final language approval by the City Manager and City Attorney,\nin an amount not to exceed $129,289.00 from July 1, 2025 through June 30, 2026; and,\ndirect staff to undertake the steps necessary to finalize Council’s action. 21.\nAPPROPRIATION OF ROAD MAINTENANCE AND REHAB ACCOUNT (RMRA)\nFUNDS FOR THE FY 2023-24 SB1 STREET REHABILITATION PROJECT – F2M23-38,\nM2M25-93\nOn April 28, 2025, City Council awarded a contract to Hardy & Harper (Contract No.\nC2M25-18) in the amount of $3,085,000.00 for the FY 2023-24 SB1 Street Rehabilitation\nProject, which is located in the northeast area of the City. When the contract was awarded,\nstaff anticipated there was sufficient budget under account 232.70.7722.62210 to address\nthe costs of the contract; however, upon further review, staff determined there was a\nshortfall of $1,352,947.04. Staff, therefore, is requesting an appropriation in the amount of\n$1,352,947.04 from the RMRA Fund Balance to complete the project.\nRecommended Action:\nCity Council approve the appropriation of $1,352,947.04\nfrom the Road Maintenance & Rehab Account (RMRA) Fund for the FY 23-24 SB1 Street\nRehabilitation Project; direct the Finance Director to appropriate $1,352,947.04 from the\nRMRA Fund for the completion of the project; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. 22.\nSET PUBLIC HEARING DATE FOR CITY COLLECTION OF WEED ABATEMENT\nCOSTS AT 804 S. SIXTH STREET – F2M25-41, M2M25-94\nOn August 22, 2024, the City received a complaint regarding overgrown vegetation at 804\nSouth Sixth Street, Alhambra, CA 91801 (Property). Upon inspection it was confirmed that\nthe conditions of the property were in violation of Section 6.24.020 of the Alhambra\nMunicipal Code (AMC) with overgrown weeds and vegetation. On August 26, 2024, a\nNotice of Violation was issued by mail and posted on the Property. No remedial action\nwas taken. Numerous attempts were made by Code Enforcement to remedy the situation\nwith no success. Overgrown weeds and vegetation are health and safety hazards. It is a\nproperty owner’s duty to keep their property free from weeds, which constitute a public\nnuisance under Section 6.24.020 of the AMC. Once the City issues a Notice to Abate per\nSection 6.24.030 of the AMC, the City has the authority to abate the nuisance itself to\nensure the health and safety of the community is maintained per Section 6.24.070. On\nMarch 17, 2025, the Code Enforcement Division and accompanying City officials served\nand executed the Inspection and Abatement Warrant and conducted an abatement of the\novergrown vegetation to rid the Property of health and safety violations. Section 6.24.100\nfor the AMC requires that the record of costs be submitted to the City Council prior to June\n30th of the fiscal year in which the abatement work was performed, and a hearing on the\nconfirmation of such costs be held prior to July 30th of such year. As of this date, the total\ncost incurred by the City – including contractor services, attorney involvement, and City\nstaff time is $30,660.45.\nRecommended Action:\nCity Council set a public hearing to be held on July 28, 2025\nto determine the correctness or reasonableness, or both, of such costs incurred\n($30,660.45) in the City’s abatement of the nuisance conditions on the Property located\nat 804 South Sixth Street, Alhambra, CA 91801 and authorize that such costs constitute\na nuisance abatement lien against the Property. On July 13, 2020, the City Council\nawarded a contract to Hinderliter, de Llamas and Associates (HdL) for sales and use tax\naudit and information services in an amount not to exceed $100,000 per year. The contract\nterm began on June 30, 2021 and is set to end on June 30, 2025, with an option to extend\nthe contract by an additional two years, through FY 2026-27 at the same annual rate. 26.\nRATIFICATION OF EMERGENCY EXPENDITURES FOR EMERGENCY TREE\nREMOVAL, DEBRIS REMOVAL, AND TREE REPLACEMENT – F2M25-20, M2M25-97\nOn January 7, 2025, a severe windstorm caused extensive damage to public trees\nthroughout the City, including those located in parks, public rights-of-way, and the golf\ncourse. The damage posed immediate hazards to public safety and accessibility,\nnecessitating an urgent response to remove downed trees, hazardous limbs, and debris,\nas well as to begin tree replacement efforts. To address these emergency conditions, the\nCity engaged West Coast Arborists to provide the necessary labor, equipment, and\nexpertise. Given the urgency and risks to public safety, the standard procurement and\nbidding procedures were bypassed in accordance with Alhambra Municipal Code Section\n3.36.070(A)(4), which allows for emergency purchases. Staff is presenting the emergency\nexpenditures in the amount of $233,355.55 to the City Council for formal ratification, in\norder to satisfy audit requirements and maintain compliance with financial reporting\nstandards. Funding for the emergency expenditures has been recorded under Fund 105\nFEMA Reimbursement. The City has submitted a request for reimbursement through the\napplicable FEMA grant programs. The final amount reimbursed will depend on FEMA’s\nreview and approval of the submitted documentation.\nRecommended Action:\nCity Council ratify emergency expenditures in the amount of\n$233,355.55 to West Coast Arborists for emergency tree removal, debris clean-up, and\ntree replacement services; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. 27.\nCONTRACT AMENDMENT: TRAFFIC SIGNAL AND STREET\nMAINTENANCE SERVICES – F2M20-9, C2M20-27, M2M25-98\nLIGHTING\nOn July 13, 2020, the City Council awarded a contract to Siemens in the amount of\n$200,000.00 for the Traffic Signal and Street Lighting Maintenance Services with an option\nto extend services for an additional four one-year terms. On July 12, 2021, the City Council\namended the existing contract with Siemens Mobility Inc. to include a company name\nchange to YUNEX LLC and authorized the City Manager to extend the contract and all\nremaining contract extensions placed in the original contract upon satisfactory\nperformance by the contractor. The contract expires on June 30, 2025 and will exceed\nthe contract amount due to higher maintenance than anticipated including damages\noccurred by the wind storm and increased vandalism. Staff calculated and determined that\nthe Fiscal Year 2024/25 total contract costs will be $300,000.00 for Traffic Signal and\nStreet Lighting Maintenance, which the difference of $100,000.00 can be appropriated\nfrom the Lighting and Landscape Fund. 28.\nAPPROVAL TO EXTEND AND AMEND THE CONTRACT WITH EUROFINS EATON\nANALYTICAL LLC FOR WATER QUALITY TESTING LABORATORY SERVICES –\nF2M21-29, C2M24-32, M2M25-99\nEurofins Eaton Analytical currently provides testing services for the City. They are National\nEnvironmental Laboratory Accreditation Program (NELAP) certified, which is a more\nstringent certification than the current State Water Resources Control Board mandate. The\nlevel of services provided has been acceptable; therefore, staff is recommending that they\ncontinue to provide laboratory services. The contract period will begin July 1, 2025 and\ncontinue through June 30, 2026. Due to increased cost amounts during Fiscal Year 20242025, the cost of the additional work exceeded the contract amount by $35,000.00. 29.\nAWARD CONTRACT: CONTRACT OPERATIONS OF ALHAMBRA COMMUNITY\nTRANSIT AND SENIOR RIDE – F2M24-30, RFP2M24-6, C2M25-30, M2M25-100\nOn February 26, 2024, staff was authorized to circulate a Request for Proposals (RFP) for\ncontracted transit operations for the Alhambra Community Transit (ACT) and Alhambra\nSenior Ride. The RFP was distributed to transportation operators in the area and was\nadvertised on the City’s web page. On July 25, 2024, staff received one proposal for\ncontract transit operations for ACT and Alhambra Senior Ride from First Transit Inc. in the\namount of $2,979,821.02. On October 28, 2024, rather than approve a new operator\ncontract for ACT and Senior Ride, the City Council approved a contract extension through\nJune 30, 2025 in order for staff to undertake a Ridership Transportation Study. Staff\nreviewed the Ridership Transportation Study submitted by Kimley Horn, including any\nproposed recommendations and shared with First Transit. First Transit committed to\nholding their 2024 proposal pricing should the City choose to enact the changes suggested\nunder the Study. Staff is recommending a contract be awarded to First Transit Inc. The\noperator cost breakdown by service is as follows: Alhambra Community Transit $1,444,316.02 and Alhambra Senior Ride - $1,535.505.00.\nRecommended Action:\nCity Council award a contract to First Transit Inc., subject to\nfinal language approval by the City Manager and City Attorney, to provide contract transit\nand paratransit operations for the Alhambra Community Transit (ACT) and Alhambra\nSenior Ride for a five (5) year term in the amount of $2,979,821.02, for year one and\nincreases not to exceed the Consumer Price Index for years 2–5; and, direct staff to\nundertake the steps necessary to finalize the Council’s action. City Staff was\nrecently notified by the State of California that the City is mandated to have at least one\nCity staff member possess a valid Cross Connection Control Specialist Certificate. To\ncomply with the mandate, this specialized position, Cross Connection Control Program\nCoordinator position was created. The class specification for Utility/Back Flow Inspector\nwas amended to reflect the current job duties and requirements of the position and the\ntitle was revised to Utility Inspector. There were no changes to the salary proposed for the\nposition. Staff has discussed and reviewed the class specifications with the Alhambra City\nEmployees’ Association (ACEA) and ACEA representatives are in agreement with the\nclass specifications as proposed. Henceforth, this\nnew class specification is proposed for approval. As needed, staff will periodically conduct\na review of class specifications to ensure job requirements remain relevant and current.\nThe class specification for Signal and Lighting Foreman is amended to reflect the removal\nthe requirement for a Class B Driver’s License as it was deemed not necessary to perform\nthe work required. Additionally, language pertaining to physical demands and work\nenvironment are updated to reflect current standards of the position. There are no changes\nto the salary for this position. Staff has discussed and reviewed the class specifications\nwith the Alhambra City Management Employees’ Association (AMEA) and AMEA\nrepresentatives are in agreement with the class specifications as proposed. 4.\nCity Council receive and file this informational report.\nRIDERSHIP TRANSPORTATION STUDY FOR THE ALHAMBRA COMMUNITY\nTRANSIT (ACT) – F2M23-16\nIn January 2025, City staff contracted Kimley-Horn to conduct a Ridership Transportation\nStudy for the Alhambra Community Transit (ACT). The study includes an assessment of\nthe existing transit market, an analysis of ridership and operations, and engagement with\nstakeholders and riders. The study evaluated ACT’s current fixed-route system and found\nthat while much of the City is within a half mile of transit, areas in South Alhambra are\nunderserved and ACT’s Blue Line is underutilized in these sections. Surveys and operator\ninput revealed demand for service to specific destinations not currently served, including\nAtlantic Times Square, Granada Park, and Garfield Avenue. Based on route performance\nand surveys, the study recommends implementing Revenue Neutral Alternative (Option\nB), which modifies the Blue and Green Lines to better serve underserved areas while\nincreasing ridership and maintaining current operating costs. Under this alternative, the\nBlue Line will be altered to serve Garfield Avenue and Hellman Avenue, while also\nproviding enhanced coverage of east Alhambra. The Green Line is slightly modified only\nin the clockwise direction, while the counter-clockwise route remains unchanged. Revenue\nNeutral Alternative (Option B) is projected to increase Blue Line ridership by approximately\n44% and Green Line ridership by about 6%, marking the largest increase among all the\nservice alternatives considered. Staff has worked closely with First Transit, the City’s\ntransit operations contractor, and they have agreed to the proposed route improvements\nwithout additional operating costs to the City. The new service is expected to begin by the\nend of the calendar year. The proposed route recommendations are budget neutral.\nRecommended Action:\nCity Council review the proposed route recommendations\nfrom the City’s Ridership Transportation Study and direct staff as deemed appropriate.

6.\nCONTRACT AMENDMENT: PARKING ENFORCEMENT SERVICES – F2M21-23,\nC2M21-21, M2M25-79\nThe current agreement with Inter-Con Security Systems for parking enforcement services\nexpires June 30, 2026. Staff reached out to Inter-Con Security Systems to add Automated\nLicense Plate Recognition (ALPR) to the Inter-Con vehicles to maximize efficiency when\nrunning license plates and matching them with overnight permits. The service will cost an\nadditional $64,931.40 for FY 25/26 and $52,290.41 for FY 26/27. However, the cost is\nexpected to be offset by increased parking citation revenues resulting from expanded\nparking enforcement coverage. Staff recommends amending the contract to add the cost\nof the ALPRs to vehicles. In addition, staff is requesting to extend the contract for an\nadditional four years through June 30, 2030, aligning with the City’s parking citation\nsystem contract. Staff recommends dispensing with the competitive bidding process under\nMunicipal Code Section 3.38.050 to avoid operational disruptions.\nRecommended Action:\nCity Council approve an amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract between InterCon Security Systems, Inc. and the City of Alhambra (C2M21-21) for parking enforcement\nservices in an amount not to exceed $6,605,615.30 to extend the current contract for an\nadditional four years through June 30, 2030, with the option to extend three separate oneyear terms; authorize the Finance Director to appropriate an additional $117,221.81 in\nexpenditures and increase budgeted revenues by $100,000 per year in the FY 25/26 and\n26/27 budget; authorize the Chief of Police to execute said agreement; and, direct staff to\nundertake the steps necessary to finalize Council’s action. 7.\nAPPROVAL OF A CONTRACT AMENDMENT FOR THE DRONE AS FIRST\nRESPONDER PROGRAM TO ASSIGN THE CONTRACT TO FLOCK GROUP, INC. –\nF2M24-6B, C2M24-18, M2M25-80\nOn March 11, 2024, the City Council awarded a contract to Aerodome, Inc. for a Drone as\nFirst Responder drone, docking station, radar, software and other related equipment. On\nOctober 10, 2024, Aerodome, Inc. entered into an Agreement and Plan of Reorganization\nwith Flock Group, Inc. Flock has provided the Letter of Assignment to the City as they will\nassume the obligations under the agreement with the City, and as such, has requested a\nfirst contract amendment to reflect the ownership change.\nRecommended Action:\nCity Council approve a first contract amendment, subject to\nfinal language approval by the City Manager and City Attorney, for the Drone as First\nResponder Program to change the company from Aerodome Inc. to Flock Group, Inc.;\nauthorize the Chief of Police to execute the said amendment; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 8.\nCONTRACT AMENDMENT WITH DUNCAN SOLUTIONS DBA PROFESSIONAL\nACCOUNT MANAGEMENT LLC FOR PARKING CITATION AND PARKING PERMIT\nSERVICES – F2M20-29, C2M20-36, M2M25-81\nOn August 10, 2020, the City Council awarded a contract to Duncan Solutions dba\nProfessional Account Management LLC (Ducan) for parking citation processing services\nfor the period of November 1, 2020 through June 30, 2025 in an amount not to exceed\n$999,002.40. Two subsequent amendments to the contract were approve by the Council\nfor the implementation of a virtual permitting system for annual and overnight parking.\nStaff reached out to Ducan to add the integration of Automated License Plate Recognition\n(ALPR) to maximize efficiency. The service has a one-time cost of $6,500 and an annual\nsubscription of $2,500. Staff is requesting a third contract amendment with Ducan to\nextend the contract to June 30, 2030, and thereby increase the amount by $2,065,560.30\nfor a contract total not to exceed $3,510,247.67 to continue parking citation and virtual\npermitting services and adding the ALPR integration while also aligning with the City’s\nparking enforcement contract. Staff recommends dispensing with the competitive bidding\nprocess under Municipal Code Section 3.38.050 to avoid operational disruptions.\nRecommended Action:\nCity Council approve a third amendment to the contract with\nDucan Solutions dba Professional Account Management, subject to final language\napproval by the City Manager and City Attorney, to extend parking citation services, virtual\nparking permits, and adding ALPR integration to June 30, 2030 with the option to extend\nthe performance period by three one-year terms and authorize an additional\n$2,065,560.30 (for a contract total not to exceed $3,510,247.67); authorize the Chief of\nPolice to execute said amendment to agreement; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. Site treatment and Protection Plan; 3.) Construction Monitoring; 4.)\nHistoric American Buildings Survey; 5.) Historic American Buildings Survey; 6.) ArchaeoPaleo Construction Monitoring. The additional $163,941 is required to conduct further field\nwork. Funding for the Alhambra Community Center has been established in the current\nFiscal Year budget\nRecommended Action:\nCity Council approve a third amendment to Contract No.\nC2M23-64 with Environmental Science Associates, subject to final language approval by\nthe City Manager and City Attorney, for an additional amount of $163,941 for a total\namount not to exceed $576,394 for CEQA services for the Alhambra Community Center;\nand, direct staff to undertake the steps to finalize Council’s action.
