30.\nRESOLUTION APPROVING A NEW CLASS SPECIFICATION FOR CROSS\nCONNECTION CONTROL PROGRAM COORDINATOR, AN AMENDED CLASS\nSPECIFICATION FOR UTILITY/BACK FLOW INSPECTOR AND A REVISED\nCOMPREHENSIVE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF\nALHAMBRA AND THE ALHAMBRA CITY EMPLOYEES’ ASSOCIATION – F2M25-2,\nR2M25-20, C87-16A, M2M25-101\nMunicipal Code Section 2.48.070(B) provides that before a class specification becomes\neffective or other changes are made to the City’s Classification Plan, it shall first be\napproved by the City Council. As needed, staff will periodically conduct a review of class\nspecifications to ensure job requirements remain relevant and current. City Staff was\nrecently notified by the State of California that the City is mandated to have at least one\nCity staff member possess a valid Cross Connection Control Specialist Certificate. To\ncomply with the mandate, this specialized position, Cross Connection Control Program\nCoordinator position was created. The class specification for Utility/Back Flow Inspector\nwas amended to reflect the current job duties and requirements of the position and the\ntitle was revised to Utility Inspector. There were no changes to the salary proposed for the\nposition. Staff has discussed and reviewed the class specifications with the Alhambra City\nEmployees’ Association (ACEA) and ACEA representatives are in agreement with the\nclass specifications as proposed. As such, these changes are reflected in this revised\nComprehensive Memorandum of Understanding between the City and the ACEA.\nRecommended Action:\nCity Council take the following actions: 1) Adopt Resolution\nNo. R2M25-20 entitled: A Resolution of the Alhambra City Council approving a new Class\nSpecification for Cross Connection Control Program Coordinator, an amended Class\nSpecification For Utility/Back Flow Inspector and a revised Comprehensive Memorandum\nof Understanding between the City of Alhambra and the Alhambra City Employees’\nAssociation; and, 2) Direct staff to undertake the steps necessary to finalize Council’s\naction.
