29.\nAWARD CONTRACT: CONTRACT OPERATIONS OF ALHAMBRA COMMUNITY\nTRANSIT AND SENIOR RIDE – F2M24-30, RFP2M24-6, C2M25-30, M2M25-100\nOn February 26, 2024, staff was authorized to circulate a Request for Proposals (RFP) for\ncontracted transit operations for the Alhambra Community Transit (ACT) and Alhambra\nSenior Ride. The RFP was distributed to transportation operators in the area and was\nadvertised on the City’s web page. On July 25, 2024, staff received one proposal for\ncontract transit operations for ACT and Alhambra Senior Ride from First Transit Inc. in the\namount of $2,979,821.02. On October 28, 2024, rather than approve a new operator\ncontract for ACT and Senior Ride, the City Council approved a contract extension through\nJune 30, 2025 in order for staff to undertake a Ridership Transportation Study. Staff\nreviewed the Ridership Transportation Study submitted by Kimley Horn, including any\nproposed recommendations and shared with First Transit. First Transit committed to\nholding their 2024 proposal pricing should the City choose to enact the changes suggested\nunder the Study. Staff is recommending a contract be awarded to First Transit Inc. The\noperator cost breakdown by service is as follows: Alhambra Community Transit $1,444,316.02 and Alhambra Senior Ride - $1,535.505.00.\nRecommended Action:\nCity Council award a contract to First Transit Inc., subject to\nfinal language approval by the City Manager and City Attorney, to provide contract transit\nand paratransit operations for the Alhambra Community Transit (ACT) and Alhambra\nSenior Ride for a five (5) year term in the amount of $2,979,821.02, for year one and\nincreases not to exceed the Consumer Price Index for years 2–5; and, direct staff to\nundertake the steps necessary to finalize the Council’s action.
