18.\nAWARD CONTRACT: PROFESSIONAL ELECTRICAL AND HVAC SERVICES –\nPARKS FACILITIES – F2M25-37, RFP2M25-7, C2M25-28, M2M25-90\nOn May 12, 2025, the City Council approved the distribution of a Request for Proposals\nfor Professional Electrical and HVAC Services for parks facilities, Golf Course and\nAlmansor Court. On May 29, 2025, the Parks & Recreation Department office received\nthree proposals for the services. A committee comprised of representatives from the Parks\nand Recreation and Public Works/Utilities Departments evaluated the proposals and\nranked them based on a variety of factors from experience, understanding of the scope of\nwork, cost effectiveness, and professional recommendations. On June 4, 2025, staff\ninterviewed three companies: Acco Engineering Systems, Element Mechanical Services,\nInc. and J.G. Mendoza Electric, Inc. and chose J.G. Mendoza Electric, Inc., as the most\nprofessional and qualified company. J.G. Mendoza Electric, Inc., proposes to provide\nprofessional electrical and HVAC services to maintain park facilities for $76,665.00\nannually for Fiscal Year 2025-2026 and Fiscal Year 2026-2027.\nRecommended Action:\nCity Council award a contract, subject to the final language\napproved by the City Manager and City Attorney, to J.G. Mendoza Electric, Inc. in an\namount not to exceed $76,665.00 annually for Fiscal Year 2025-2026 and Fiscal Year\n2026-2027 for Professional Electrical and HVAC Services to maintain park facilities; and,\ndirect staff to undertake the steps necessary to finalize the Council’s action.
