10.\nAWARD CONTRACT: REVENUE\nF2M13-40, C2M25-24, M2M25-83\nSOFTWARE\nANNUAL\nMAINTENANCE\n–\nThe Finance Department utilizes revenue management software provided by Progressive\nSolutions Inc. (PSI). This system includes a comprehensive cashiering component that\ntracks and processes various licenses and permits, including business licenses, false\nalarm, paramedic subscriptions, and more. The software is licensed to the City and plays\na critical role in the day-to-day operations of the Finance Department’s Revenue Division.\nPSI also provides ongoing annual support and maintenance services to ensure the\nsystem’s reliability and performance. This contract also includes the cost of integrating\ninvoice and payment data between Tyler EnerGov and the PSI revenue system. Pursuant\nto Alhambra Municipal Code Section 3.36.080(B)(2), the competitive purchasing process\nmay be waived when the required equipment or services can only be obtained from a\nsingle source. As the original developer of the revenue software, Progressive Solutions\nInc. (PSI) is the sole provider of system licenses, technical support, and software updates.\nNo other vendor is capable of delivering the comprehensive support services and upgrade\ncapabilities required to maintain and enhance the City’s existing revenue software\ninfrastructure.\nRecommended Action:\nCity Council award a professional services agreement to\nProgressive Solutions, Inc. for the City’s cashiering, license, and permit systems, in the\namount of $67,233.59 and $69,250.60, subject to an annual Consumer Price Index (CPI)\nadjustment, for a term of three (3) years plus two optional one-year extensions, from July\n1, 2025, through June 30, 2028, subject to final approval of the language by the City\nManager and City Attorney; direct staff to take the necessary steps to finalize the action;\nand, authorize the City Manager to execute the annual support agreements and\nextensions if services are satisfactory.
