26.\nRATIFICATION OF EMERGENCY EXPENDITURES FOR EMERGENCY TREE\nREMOVAL, DEBRIS REMOVAL, AND TREE REPLACEMENT – F2M25-20, M2M25-97\nOn January 7, 2025, a severe windstorm caused extensive damage to public trees\nthroughout the City, including those located in parks, public rights-of-way, and the golf\ncourse. The damage posed immediate hazards to public safety and accessibility,\nnecessitating an urgent response to remove downed trees, hazardous limbs, and debris,\nas well as to begin tree replacement efforts. To address these emergency conditions, the\nCity engaged West Coast Arborists to provide the necessary labor, equipment, and\nexpertise. Given the urgency and risks to public safety, the standard procurement and\nbidding procedures were bypassed in accordance with Alhambra Municipal Code Section\n3.36.070(A)(4), which allows for emergency purchases. Staff is presenting the emergency\nexpenditures in the amount of $233,355.55 to the City Council for formal ratification, in\norder to satisfy audit requirements and maintain compliance with financial reporting\nstandards. Funding for the emergency expenditures has been recorded under Fund 105\nFEMA Reimbursement. The City has submitted a request for reimbursement through the\napplicable FEMA grant programs. The final amount reimbursed will depend on FEMA’s\nreview and approval of the submitted documentation.\nRecommended Action:\nCity Council ratify emergency expenditures in the amount of\n$233,355.55 to West Coast Arborists for emergency tree removal, debris clean-up, and\ntree replacement services; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.
