C.6.\nPUBLIC HEARING AND FIRST READING OF ORDINANCE NO. 25____ MODIFYING THE BASIS AND METHOD OF LEVYING\nASSESSMENTS WITHIN THE WEST HOLLYWOOD DESIGN DISTRICT\nBY ESTABLISHING A PROCEDURE FOR WAIVER OF PENALTIES\nAND INTEREST ON DELINQUENT ASSESSMENTS, UPDATING WEST\nHOLLYWOOD MUNICIPAL CODE CHAPTER 5.128 TO REFERENCE\nTHE WEST HOLLYWOOD DESIGN DISTRICT AND MAKING FINDINGS\nUNDER CEQA [L. LANGER]:\nSUBJECT: The City Council will hold a public hearing to consider the\nproposed modification to the assessment method and conduct the first\nreading by title only of Ordinance No. 25- ___, which modifies the basis\nand method of levying assessments within the West Hollywood Design\nDistrict by establishing a procedure for waivers of penalties and interest on\ndelinquent assessments and updates West Hollywood Municipal Code\n(WHMC) Chapter 5.128 to reflect the current name of the district.\nFollowing the first reading, staff recommends scheduling a second reading\nand adoption at a future City Council Meeting. It is recommended that the\nCity Council proceed with these actions to finalize the proposed\nmodifications and to update the Municipal Code to reflect the district’s\ncorrect name.\nRECOMMENDATIONS: 1) Hold a public hearing to consider the proposed\nmodification to the assessment method, evaluating all testimony and\nwritten protests to determine if a majority protest exists; and 2) If no\nmajority protest is found, conduct the first reading of Ordinance No. 25-\n___ by title only, modifying the method of levying assessments within the\nWest Hollywood Design District by establishing a procedure for waiver of\npenalties and interest on delinquent assessments and updating WHMC\nChapter 5.128 to reflect that the name of the district has been changed to\nWest Hollywood Design District.
