DBA BLOCK\nBY BLOCK FOR UNARMED TRANSIT SECURITY SERVICES [D.\nRIVAS, A. SHANDI, L. BIERY, P. KESPRADIT, C. HAMANT]:\nSUBJECT: The City Council will consider approving the award of a\nConstruction Agreement to Estate Design and Construction, Inc. to\ncomplete the Plummer Park Dog Park Construction Project (CIP 41-05).\nRECOMMENDATIONS: 1) Approve a Construction Agreement with Estate\nDesign and Construction, Inc. to complete the Plummer Park Dog Park\nConstruction Project (CIP 41-05) in the amount of $985,800 and add a\n20% contingency amount of $197,160 for a total not-to-exceed amount of\n$1,182,960; 2) Authorize the Facilities and Field Services Division\nManager to approve Change Orders to the Agreement; and 3) Authorize\nthe City Manager, or designee, to execute all documents incident to the\nAgreement.

C.5.\nPUBLIC HEARING AND FIRST READING OF ORDINANCE NO. 25____ MODIFYING THE BASIS AND METHOD OF LEVYING\nASSESSMENTS\nWITHIN\nTHE\nSUNSET\nSTRIP\nBUSINESS\nIMPROVEMENT DISTRICT BY ESTABLISHING A PROCEDURE FOR\nWAIVER OF PENALTIES AND/OR INTEREST ON DELINQUENT\nASSESSMENTS AND CODIFYING THE SUNSET STRIP BUSINESS\nIMPROVEMENT DISTRICT REGULATIONS INTO THE WEST\nHOLLYWOOD MUNICIPAL CODE AND MAKING FINDINGS UNDER\nCEQA [L. BIERY, P. KESPRADIT, L. D’AMBROSIA, E. TSIPIS, A.\nRUIZ, J. JIMENEZ, M. CROWDER, L. LANGER]:\nSUBJECT: The City Council will hold a public hearing to consider the\nproposed modification to the assessment method and conduct the first\nreading by title only of Ordinance No. 25-___, which modifies the basis\nand method of levying assessments within the Sunset Strip Business\nImprovement District (BID) by establishing a procedure for waivers of\npenalties and interest on delinquent assessments and codifies the\nDistrict’s regulations, previously established through uncodified Ordinance\nNos. 02-621, 02-632, and 04-679, into a new West Hollywood Municipal\nCode Chapter 5.129. Following the first reading, staff recommends\nscheduling a second reading and adoption at a future City Council\nmeeting. It is recommended that the City Council proceed with these\nactions to finalize the proposed modifications and to codify the regulations.\nRECOMMENDATIONS: 1) Hold a public hearing to consider the proposed\nmodification to the assessment method, evaluating all testimony and\nwritten protests to determine if a majority protest exists; and 2) If no\nmajority protest is found, conduct the first reading of Ordinance No. 25____ by title only, modifying the method of levying assessments within the\nSunset Strip Business Improvement District by establishing a procedure\nfor waiver of penalties and interest on delinquent assessments and\ncodifying the Sunset Strip Business Improvement District regulations into\na new West Hollywood Municipal Code Chapter 5.129.

BIERY, P. KESPRADIT, L. D’AMBROSIA, E. TSIPIS,\nA. RUIZ, J. JIMENEZ, M. CROWDER, L. LANGER]:\nSUBJECT: The City Council will hold a public hearing to consider the\nproposed modification to the assessment method and conduct the first\nreading by title only of Ordinance No. 25- ___, which modifies the basis\nand method of levying assessments within the West Hollywood Design\nDistrict by establishing a procedure for waivers of penalties and interest on\ndelinquent assessments and updates West Hollywood Municipal Code\n(WHMC) Chapter 5.128 to reflect the current name of the district.\nFollowing the first reading, staff recommends scheduling a second reading\nand adoption at a future City Council Meeting. DEL TORO]:\nSUBJECT: In recent years, the Los Angeles region – including the City of\nWest Hollywood - has seen a drop in entertainment industry production.\nThis item reaffirms the City of West Hollywood as a film-friendly city and\ndirects staff in the City’s Film Office to implement a five-part series of\nrecommendations that will continue to position West Hollywood as a\npremier destination for production.\nRECOMMENDATIONS: Direct staff in the City’s Film Office, part of the\nCity’s Communications Department, to implement a five-part series of\nrecommendations, as follows: 1) Expedite permit process improvements in\nworkplan; 2) Promote incentives that attract production; 3) Support\nlegislation that promotes production; 4) Continue to enhance key\npartnerships with the entertainment industry; and 5) Deepen promotion of\nWest Hollywood as a prime filming destination.

MÁRQUEZ]:\nSUBJECT: The City Council will consider a request to sponsor a\nscreening and panel discussion of the documentary “Studio One Forever”,\nwhich chronicles the story of Studio One, a former West Hollywood\nnightclub, its significance to the LGBTQ+ community, and its contributions\nto Los Angeles’s rich music and nightclub history.\nRECOMMENDATIONS: 1) Approve a sponsorship of a screening and\npanel discussion of the documentary “Studio One Forever” to be held at\nthe West Hollywood City Council Chambers in late Summer or early Fall\n2025; 2) Authorize the Director of Finance & Technology Services to\nallocate $5,000 from budgeted funds in the Fiscal Year 2026 Special\nCouncil Programs account number 100-1-01-00-531001 for costs\nassociated with the event; 3) Approve the waiver of parking fees at the 5story parking lot for attendees of the event (estimated $600 in waived\nfees); and 4) Direct the Communications Department to utilize all\nappropriate communication tools to promote the event, including, but not\nlimited to, the City’s website and social media tools.
