9D.\nPURCHASE OF A VEHICLE FOR CONDUCTING SENIOR TRANSPORTATION\nACTIVITIES THROUGH THE ORANGE COUNTY TRANSPORTATION AUTHORITY\n(OCTA) SENIOR MOBILITY PROGRAM\nThe proposed action will authorize the purchase of a new ADA-compliant electric van\nfrom Model 1 Commercial Vehicles for the Community Services Department. This vehicle\nwill be used to transport senior residents through the City's Senior Mobility Program\n(SMP), funded by the Orange County Transportation Authority (OCTA).\nRECOMMENDED ACTION:\n1. City Council declare that the project is not subject to CEQA in accordance with Section\n15061(b)(3) as the activity is covered by the general rule that CEQA applies only to\nprojects which have the potential for causing significant effect on the environment.\nWhere it can be seen with certainty that there is no possibility that the activity in\nquestion may have a significant effect on the environment, the activity is not subject\nto CEQA; and\n2. Authorize the City Manager to execute a purchase order with Model 1 Commercial\nVehicles for the procurement of one 2023 Ford E-Transit 350 ADA van; and\nStanton City Council Agenda\n3. Waive the competitive procurement process since only one known supplier has been\nidentified and approve the use of Section 4.13 under the City’s Purchasing Policy to\nproceed with a sole-source procurement.
