CONSIDERATION OF POLICY DEVELOPMENT FOR NAMING AND RENAMING\nCITY-OWNED PARKS AND PUBLIC FACILITIES\nAt the January 14, 2025 City Council meeting, Council Member Warren requested to\nagendize an item related to naming and renaming City-owned parks and public facilities.\nAt its meeting of January 28, 2025, the City Council received consensus and directed\nstaff to proceed with preparation of a staff report. Tonight’s item seeks Council feedback\non essential policy elements to guide the development of a formal Naming and Renaming\nPolicy. Staff will use this input to prepare a draft policy for consideration at a future\nmeeting.\nRECOMMENDED ACTION:\n1. RESOLUTION NO. 2025-28, CONCERNING (1) ADOPTION OF A MITIGATED\nNEGATIVE DECLARATION AND A MITIGATION MONITORING AND REPORTING\nPROGRAM FOR THE NORM ROSS SPORTS PARK IMPROVEMENT PROJECT\nPURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT;\n(2) APPROVAL OF THE JOINT USE LEASE AGREEMENT BETWEEN THE CITY OF\nSTANTON AND THE GARDEN GROVE UNIFIED SCHOOL DISTRICT FOR THE\nNORM ROSS SPORTS PARK IMPROVEMENT PROJECT; AND (3) APPROVAL OF\nTHE CONCEPTUAL SITE PLAN FOR THE NORM ROSS SPORTS PARK\nIMPROVEMENT PROJECT\nThe City of Stanton seeks (1) City Council adoption of a Mitigated Negative Declaration\nand Mitigation Monitoring and Reporting Program for the Norm Ross Sports Park\nImprovement Project pursuant to the California Environmental Quality Act; (2) approval\nof a Joint Use Lease Agreement with the Garden Grove Unified School District to facilitate\nthe Project, a community recreational development funded by California State Grant\nFunds; and (3) approval of the conceptual site plan for the Project.\nRECOMMENDED ACTION:\n1. 9D.\nPURCHASE OF A VEHICLE FOR CONDUCTING SENIOR TRANSPORTATION\nACTIVITIES THROUGH THE ORANGE COUNTY TRANSPORTATION AUTHORITY\n(OCTA) SENIOR MOBILITY PROGRAM\nThe proposed action will authorize the purchase of a new ADA-compliant electric van\nfrom Model 1 Commercial Vehicles for the Community Services Department. This vehicle\nwill be used to transport senior residents through the City's Senior Mobility Program\n(SMP), funded by the Orange County Transportation Authority (OCTA).\nRECOMMENDED ACTION:\n1. City Council declare that the project is not subject to CEQA in accordance with Section\n15061(b)(3) as the activity is covered by the general rule that CEQA applies only to\nprojects which have the potential for causing significant effect on the environment.\nWhere it can be seen with certainty that there is no possibility that the activity in\nquestion may have a significant effect on the environment, the activity is not subject\nto CEQA; and\n2. Authorize the City Manager to execute a purchase order with Model 1 Commercial\nVehicles for the procurement of one 2023 Ford E-Transit 350 ADA van; and\nStanton City Council Agenda\n3. Hunter Associates, Inc. has been providing environmental consulting services\nsince 2007. The First Amendment to the professional services agreement will expire on\nJune 30, 2025. 9F.\nPURCHASE OF TWO SOLAR-POWERED SURVEILLANCE TRAILERS\nAt its Budget Workshop of May 27, 2025, the City Council directed staff to utilize\nremaining Safe Streets Together funds to purchase two additional solar-powered\nsurveillance trailers. Staff collected three quotes and selected vendor WCCTV based on\nlowest price. In addition, WCCTV is part of the General Services Administration (GSA)\nContract program which allows government agencies to purchase products and services\nutilizing pre-approved pricing, terms, and conditions.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Waive the competitive procurement process and authorize the use of cooperative\npurchasing through the GSA Contract program; and\nStanton City Council Agenda\n3. 9G.\nAPPROVAL OF SIXTH AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT\nWITH HARTZOG AND CRABILL, INC. TO PROVIDE ON-CALL TRAFFIC\nOPERATIONS SERVICES\nHartzog and Crabill has been providing on-call traffic operations and engineering support\nservices since 2014, including traffic signal operations support services. The current\nAgreement (Fifth Amendment) will expire on June 30, 2025. If approved, this Sixth\nAmendment will allow Hartzog and Crabill to continue to provide services for an additional\nthree years through June 30, 2028 at current rates through June 30, 2027 and a 3.5%\nincrease to hourly rates from July 1, 2027 through June 30, 2028.\nRECOMMENDED ACTION:\n1. City Council find that the recommended actions are exempt from CEQA per\nSection15378(b)(5) [Project does not include]: organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment; and\n2. Approve the Sixth Amendment to the Professional Services Agreement with Hartzog\nand Crabill and allow the City Attorney to make minor edits as necessary prior to the\nexecution of the Amendment; and\n3. Authorize the City Manager to execute the Sixth Amendment to the Professional\nServices Agreement.

9H.\nAPPROVE THE SEWER SYSTEM MANAGEMENT PLAN UPDATE\nThe State Water Resources Control Board requires all agencies that own or operate a\nsanitary sewer system to develop and maintain a Sewer System Management Plan\n(SSMP) under General Order 2022-0103-DWQ, issued on December 6, 2022. Staff\nretained RKA Consulting Group to update the City’s SSMP to be in compliance with the\nGeneral Order and the City’s adopted Sewer Master Plan. Staff is recommending City\nCouncil adopt Resolution 2025-27 approving the SSMP and authorizing the Director of\nPublic Works to certify the completion of the SSMP to the State Water Resources Control\nBoard.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\nStanton City Council Agenda\n2. Adopt Resolution 2025-27 approving the Sewer System Management Plan (SSMP)\nand authorizing the Director of Public Works to certify the completion of the SSMP\nand submit the certification to the State Water Resources Control Board entitled:\n“A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF STANTON\nADOPTING THE SEWER SYSTEM MANAGEMENT PLAN”; and\n3. Authorize the Public Works Director to make administrative/non-substantive revisions\ndeemed necessary for compliance with General Order 2022-0103-DWQ.

9J.\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON APPROVING\nTHE ADOPTION OF THE MULTIPLE EMPLOYER OPEB/PENSION 115 TRUST\nADMINISTERED BY SHUSTER ADVISORY GROUP, LLC\nThe City desires to withdraw from participating in the PARS Public Agencies PostEmployment Benefits Trust Program, all services, administration, and investment\ncontracts with PARS and US Bank, N.A. and adopt a Multiple Employer OPEB/Pension\n115 Trust, transitioning the current Section 115 Trust account used for pre-funding\npension obligations from the Public Agencies Post-Employment Benefits Trust to the City\nof Stanton Pension Stabilization Trust Account under the administration of Shuster\nAdvisory Group, LLC. The proposed Resolution presented as Attachment A provides the\nauthority to accomplish this, including the appointment of Alta Trust as successor Trustee,\nthe appointment of Charles Schwab Trust Bank as custodian of the Trust’s assets, and\nthe liquidation and transfer of all assets held in the PARS Section 115 Trust to Charles\nStanton City Council Agenda\nSchwab Trust Bank contingent upon acceptance of those appointments. Finally, the\nproposed Resolution authorizes the appointment of the City Manager as the City’s\nAdministrator for the newly-established Trust.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Adopt Resolution No. 2025-26, entitled:\n“RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON\nAPPROVING THE ADOPTION OF THE MULTIPLE EMPLOYER\nOPEB/PENSION 115 TRUST ADMINISTERED BY SHUSTER ADVISORY\nGROUP, LLC”; and\n3. Authorize the City Manager to execute agreements, liquidate and transfer assets,\nmake appointments and take any other steps necessary to carry out the directives of\nthe City Council as set forth in the proposed Resolution; and\n4. Rescind and terminate the City's participation in the PARS Section 115 Trust\npreviously authorized under City Council Resolution No. 2017-03 and authorize the\nCity Manager to execute any necessary documentation to dissolve the City’s account\nunder that Trust.

The City Council will consider approving a professional\nservices agreement with The Retail Coach (“Retail Coach”) for retail market analysis and\nretail recruitment services.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2.
