9K.\nAPPROVAL OF A PROFESSIONAL SERVICES AGREEMENT FOR RETAIL MARKET\nANALYSIS AND RETAIL RECRUITMENT SERVICES\nAt its Budget Workshop on May 27, 2025, the City Council directed staff to procure\nprofessional economic development consulting services for retail market analysis and\nretail recruitment services. The City Council will consider approving a professional\nservices agreement with The Retail Coach (“Retail Coach”) for retail market analysis and\nretail recruitment services.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Waive the competitive procurement process and authorize the use of cooperative\npurchasing per the City’s Purchasing and Contracting Guidelines; and\nStanton City Council Agenda\n3. Authorize the City Manager to enter into an agreement with The Retail Coach to\nprovide retail market analysis and retail recruitment services for an initial term from\nJuly 1, 2025 – June 30, 2026, with up to two additional two-year term extensions, in a\nform approved by the City Attorney.\nEND OF CONSENT CALENDAR
