9H.\nAPPROVE THE SEWER SYSTEM MANAGEMENT PLAN UPDATE\nThe State Water Resources Control Board requires all agencies that own or operate a\nsanitary sewer system to develop and maintain a Sewer System Management Plan\n(SSMP) under General Order 2022-0103-DWQ, issued on December 6, 2022. Staff\nretained RKA Consulting Group to update the City’s SSMP to be in compliance with the\nGeneral Order and the City’s adopted Sewer Master Plan. Staff is recommending City\nCouncil adopt Resolution 2025-27 approving the SSMP and authorizing the Director of\nPublic Works to certify the completion of the SSMP to the State Water Resources Control\nBoard.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act, Section 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\nStanton City Council Agenda\n2. Adopt Resolution 2025-27 approving the Sewer System Management Plan (SSMP)\nand authorizing the Director of Public Works to certify the completion of the SSMP\nand submit the certification to the State Water Resources Control Board entitled:\n“A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF STANTON\nADOPTING THE SEWER SYSTEM MANAGEMENT PLAN”; and\n3. Authorize the Public Works Director to make administrative/non-substantive revisions\ndeemed necessary for compliance with General Order 2022-0103-DWQ.
