RESOLUTION NO. 2025-28, CONCERNING (1) ADOPTION OF A MITIGATED\nNEGATIVE DECLARATION AND A MITIGATION MONITORING AND REPORTING\nPROGRAM FOR THE NORM ROSS SPORTS PARK IMPROVEMENT PROJECT\nPURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT;\n(2) APPROVAL OF THE JOINT USE LEASE AGREEMENT BETWEEN THE CITY OF\nSTANTON AND THE GARDEN GROVE UNIFIED SCHOOL DISTRICT FOR THE\nNORM ROSS SPORTS PARK IMPROVEMENT PROJECT; AND (3) APPROVAL OF\nTHE CONCEPTUAL SITE PLAN FOR THE NORM ROSS SPORTS PARK\nIMPROVEMENT PROJECT\nThe City of Stanton seeks (1) City Council adoption of a Mitigated Negative Declaration\nand Mitigation Monitoring and Reporting Program for the Norm Ross Sports Park\nImprovement Project pursuant to the California Environmental Quality Act; (2) approval\nof a Joint Use Lease Agreement with the Garden Grove Unified School District to facilitate\nthe Project, a community recreational development funded by California State Grant\nFunds; and (3) approval of the conceptual site plan for the Project.\nRECOMMENDED ACTION:\n1. City Council adopt the Mitigated Negative Declaration and Mitigation Monitoring and\nReporting Program for the Project pursuant to the California Environmental Quality\nAct; and\n2. Adopt Resolution No. 2025-28, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, (1) ADOPTING A MITIGATED NEGATIVE DECLARATION\nAND A MITIGATION MONITORING AND REPORTING PROGRAM FOR\nTHE NORM ROSS SPORTS PARK IMPROVEMENT PROJECT\nPURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT;\n(2) APPROVING THE JOINT USE LEASE AGREEMENT BETWEEN THE\nCITY OF STANTON AND THE GARDEN GROVE UNIFIED SCHOOL\nDISTRICT FOR THE NORM ROSS SPORTS PARK IMPROVEMENT\nPROJECT; AND (3) APPROVING CONCEPTUAL SITE PLAN FOR THE\nNORM ROSS SPORTS PARK IMPROVEMENT PROJECT”; and\n3. Approve the Joint Use Lease Agreement between the City of Stanton and the Garden\nGrove Unified School District for the Norm Ross Sports Park Improvement Project;\nand\n4. Authorize the City Manager to execute the Joint Use Lease Agreement and any\nrelated documents necessary for its implementation; and\n5.
