C. 2022 MID-CENTURY GENERAL PLAN ANNUAL PROGRESS REPORT\nBased on the Implementation Program and pursuant to Government Code 65400,\nCity Council is requested to approve the annual report on the implementation of\nthe general plan.\nRecommendation:\n1. Receive the 2022 General Plan Annual Progress Report;\n2. Find the annual report exempt from review under the California Environmental\nQuality Act (CEQA) pursuant to Section 15306 (Information Collection) of the\nCalifornia CEQA Guidelines; and\n3. Approve the annual report and direct staff to file the annual report with the\nOffice of Planning and Research and the Department of Housing and\nCommunity Development.
