A. CONSIDERATION AND APPROVAL OF AN AGREEMENT WITH FLOCK\nGROUP INC. FOR AN AUTOMATED LICENSE PLATE READER (ALPR)\nCAMERA SUBSCRIPTION\nCity Council is requested to consider the approval of an agreement for automated\nlicense plate reader camera subscription to maximize the exposure and\neffectiveness of the City’s existing vehicle mounted automated license plate\nreader cameras on two Sheriff’s Department patrol vehicles.\nPresenter: Public Safety Supervisor\nRecommendation:\n1. Consider and approve the services agreement (Attachment “A”) with Flock\nGroup Inc. (Flock Safety) for 10 automated license plate reader (ALPR)\ncamera subscriptions in the amount of $28,500.00 for the first year and\n$25,500 for the second year;\n2. Authorize the City Manager to sign and execute the agreement;\n3. Authorize a budget amendment of $28,500 in the General Fund for Fiscal Year\n2022-23; and\n4. Find that approval of the agreement and subscription service with Flock Group\nInc. is not a “Project” as defined under Section 15378 of the California\nEnvironmental Quality Act State Guidelines; therefore, pursuant to State\nGuidelines Section 15060(c)(3) no environmental review is required.

FISCAL YEAR (FY) 2022-2023 MID-YEAR FINANCIAL REVIEW, TREASURER’S\nREPORT, REVENUE, EXPENDITURE AND CAPITAL PROJECT SUMMARY\nREPORTS AND BUDGET AMENDMENT\nThe City Council is requested to receive an update of revenue and expense\ninformation of the City’s overall financial condition and approve adjustments\nneeded to align the City’s revenue resources with the cost of providing services.\nPresenter: Administrative Services Director\nRecommendation:\n1. Receive the Fiscal Year 2022-2023 (FY22-23) Mid-Year Financial Review and\nrelated reports;\n2. Approve and authorize staff to revise revenue and expenditure estimates as\nindicated in Attachment “A”; and\n3. Find that the Mid-Year Financial review is not a “Project” as defined under\nSection 15378 of the California Environmental Quality Act State Guidelines;\ntherefore, pursuant to State Guidelines Section 15060(c)(3) no environmental\nreview is required.

ADOPTION OF RESOLUTION NO. 23-5661 CONFIRMING MAYOR’S\nAPPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND\nALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS\nCouncilmembers are appointed as delegates and alternates to other agencies or\norganizations to attend regularly scheduled meetings to discuss and make\nrecommendations regarding issues that may affect cities in the Los Angeles County.\nRecommendation:\n1. Adopt Resolution No. 23-5661 (Attachment “A”) confirming Mayor’s appointment\nof Councilmembers to serve as delegates and alternates to other agencies or\norganizations; and\n2. Find that approval of the Mayor’s appointment of Councilmembers to serve as\ndelegate and alternate to other governmental agencies or community\norganizations is not a “Project” as defined under Section 15378 of the California\nEnvironmental Quality Act State Guidelines; therefore, pursuant to State\nGuidelines Section 15060(c)(3), no environmental review is required.

C. 2022 MID-CENTURY GENERAL PLAN ANNUAL PROGRESS REPORT\nBased on the Implementation Program and pursuant to Government Code 65400,\nCity Council is requested to approve the annual report on the implementation of\nthe general plan.\nRecommendation:\n1. Receive the 2022 General Plan Annual Progress Report;\n2. Find the annual report exempt from review under the California Environmental\nQuality Act (CEQA) pursuant to Section 15306 (Information Collection) of the\nCalifornia CEQA Guidelines; and\n3. Approve the annual report and direct staff to file the annual report with the\nOffice of Planning and Research and the Department of Housing and\nCommunity Development.
