Electric Vehicle Charging Station Master Plan.\nEnvironmental Considerations: The action being considered\nby the City Council is not subject to the California\nEnvironmental Quality Act (CEQA) because it is not a\n"project" per Section 15378(c)(3) and Section 15378(b)(5) of\nthe CEQA Guidelines. The action authorizes staff to\nimplement an organizational or administrative activity of\ngovernment that by itself will not result in a direct physical\nchange in the environment. Furthermore, future installation\nof EV Charging Stations per the master plan will be subject to\nCEQA prior to issuance of permits.
