15.\nADOPT CONSTRUCTION SPECIFICATIONS FOR THE BLUFF ROAD FENCE REPLACEMENT PROJECT\n(CP 884) AND APPROPRIATE FUNDING FROM THE STATE OF CALIFORNIA DEPARTMENT OF PARKS &\nRECREATION\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class\n1 categorical exemption under the California Environmental Quality Act (CEQA); and\n2. Adopt the 100% completed construction specifications for the Bluff Road Fence Replacement Project\n(CP 884); and\n3. Accept and appropriate the State of California Department of Parks & Recreation funding in the amount\nof $935,000 for the Rio Hondo Coastal Improvements project (SG-19-087); and\n4. Amend the Fiscal Year 2024-25 budget by increasing appropriations by $935,000 in Account No. 25430-300-6040.10 (Rio Hondo Improve-State Parks, Public Works, Other Contract Services [expenditures])\nand $935,000 in Account No. 254-99-4198.27 (Rio Hondo Improve-State Parks, Misc Grants - Rio Hondo\nImprove-State Parks [revenue]); and,\n5. Authorize staff to proceed with bid advertisement for construction; and\n6. Take such additional, related action that may be desirable.
