14.\nAUTHORIZATION TO APPROVE THE DELEGATED MAINTENANCE AGREEMENT WITH THE STATE OF\nCALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS)\nRECOMMENDATION: It is recommended that the City Council:\n1. Determine that the execution of the Delegated Maintenance Agreement shall be categorically exempt\nunder the California Environmental Quality Act (CEQA), Section 15308 of Title 14 of the California Code\nof Regulations; and\n2. Approve the Delegated Maintenance Agreement (“Agreement”) between the City of Montebello and the\nState of California Department of Transportation (“Caltrans”) which identifies specific mission-critical\nmaintenance services to be performed on and around the State right of way within the City’s jurisdictional\nlimits; and \\n3. Authorize the City Manager to execute the Agreement and related documents, including any amendments\nthereto, and to take any and all actions necessary to implement and administer the Agreement; and\n4. Take such additional, related action that may be desirable.

15.\nADOPT CONSTRUCTION SPECIFICATIONS FOR THE BLUFF ROAD FENCE REPLACEMENT PROJECT\n(CP 884) AND APPROPRIATE FUNDING FROM THE STATE OF CALIFORNIA DEPARTMENT OF PARKS &\nRECREATION\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class\n1 categorical exemption under the California Environmental Quality Act (CEQA); and\n2. Adopt the 100% completed construction specifications for the Bluff Road Fence Replacement Project\n(CP 884); and\n3. Accept and appropriate the State of California Department of Parks & Recreation funding in the amount\nof $935,000 for the Rio Hondo Coastal Improvements project (SG-19-087); and\n4. Amend the Fiscal Year 2024-25 budget by increasing appropriations by $935,000 in Account No. 25430-300-6040.10 (Rio Hondo Improve-State Parks, Public Works, Other Contract Services [expenditures])\nand $935,000 in Account No. 254-99-4198.27 (Rio Hondo Improve-State Parks, Misc Grants - Rio Hondo\nImprove-State Parks [revenue]); and,\n5. 16.\nACCEPTANCE OF THE FISCAL YEAR 2023-24 SB 1 ANNUAL YEAR 1 STREET IMPROVEMENT PROJECT\n(CP 913) – NOTICE OF COMPLETION\nRECOMMENDATION: It is recommended that the City Council:\n1. Accept the Fiscal Year 2023-24 SB 1 Annual Year 1 Street Improvement Project (CP 913) as completed\nby Hardy & Harper, Inc.; and,\n2. Approve the final contract amount with Hardy & Harper, Inc. for the construction of the project in the\namount of $2,550,047 including change orders; and,\n3. Approve the Final Total Project Budget (Attachment A); and,\n4. Authorize the City Clerk to execute, verify and file the Notice of Completion (Attachment B) with the Los\nAngeles County Registrar-Recorder; and,\n5. Authorize the release of the retention payment of $127,502 due to Hardy & Harper, Inc. following the\nmandatory waiting period from the date the Notice of Completion is recorded; and,\n6. Take such additional, related action that may be desirable.

Award Agreement No. 4327 to A.O. Reed & Co. for the provision of citywide HVAC preventative\nmaintenance and repair services in accordance with RFP No. 25-10 for an initial three (3) year term, July\n1, 2025 through June 30, 2028; and\n2. Authorize the City Manager to execute the agreement for a not-to-exceed amount of $847,684 for the\ninitial three year term, which includes $247,685 for preventative maintenance and up to $600,000 for asneeded repairs ($200,000 per year); and\n3. Authorize a separate one-time encumbrance of $175,000 for HVAC services for the Fire Station #56\nRenovation Project (CP 923); and\n4. Conduct a Public Hearing and consider adopting Resolution No. 25-52 (Attachment A) confirming the\nFiscal Year 2025-26 Engineer’s Report (Attachment B) for the Annual Natasha Lane Sewer and Storm\nWater Pump Assessment District No. 2005-2; and\n2. Authorize the Levying of the Fiscal Year 2025-26 Assessments; and\n3. Take such additional, related action that may be desirable.

9.\nPUBLIC HEARING ADOPTING RESOLUTION NO. 25-53 VACATING A PORTION OF BLUFF ROAD NORTH\nOF MAYNARD ROAD AND RESERVING AN EXCLUSIVE EASEMENT OVER THE VACATED PORTION FOR\nTHE BENEFIT OF A WATER UTILITY PURSUANT TO STREETS AND HIGHWAY CODE SECTIONS 83208325 AND GRANTING EASEMENTS FOR THE PURPOSES OF CELL, POWER, AND GAS UTILITIES\nRECOMMENDATION: It is recommended that the City Council:\n1. Conduct a Public Hearing considering adoption of Resolution No. 25-53 (Attachment A) confirming the\nvacation of a portion of Bluff Road, north of Maynard Road and reserving an exclusive easement over\nthe vacated portion for the benefit of a Cell, Power, and Gas utilities pursuant to Streets and Highways\nCode Section 8320-8325; and\n2. Authorize permanent easements for the following utility companies: AT&T California, Southern California\nEdison, and Southern California Gas Company; and\n3. Take such additional, related action that may be desirable.
