8H. Memoranda of Understanding (MOUs) with the Encinitas Union School District\nand the San Dieguito Union High School District for School Crossing Guard\nPrograms for the 2025-26 School Year. Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15378(b)(5) of CEQA Guidelines. The action involves an organizational or\nadministrative activity of government that will not result in the direct or indirect\nphysical change in the environment. Contact Person: Mobility Manager Buck\nRecommended Action: 1) Authorize the City Manager, in coordination with\nthe City Attorney, to execute a Memorandum of Understanding between the\nCity of Encinitas and the Encinitas Union School District (EUSD), in substantial\nform, to fund up to $150,758 for crossing guards at multiple schools; and 2)\nAuthorize the City Manager, in coordination with the City Attorney, to execute a\nMemorandum of Understanding between the City of Encinitas and the San\nDieguito Union High School District (SDUHSD), in substantial form, to fund up\nto $42,412 for crossing guards at multiple schools.\n2025-06-25 Item 08H MOUs School Crossing Guard 2025-26 School Year
