10.1 LANDSCAPE & LIGHTING MAINTENANCE ASSESSMENT DISTRICTS - COMMUNITY\nOUTREACH\nComments:\nIn May 2025, Tripepi Smith in partnership with the City of Lynwood began its public\noutreach plan and strategy for the Proposition 218 initiative on the Landscape and\nLighting Maintenance Assessment District (LLMDs). Proposition 218 is an amendment to\nthe California Constitution (Articles XIIIC and XIIID) that requires local governments to\nconduct a voter approval process among property owners who would benefit from any\nnew assessment before it could be imposed. Before the passage of Proposition 218, local\ngovernments did not need a voter approval process to impose assessments; only Council\napproval at a scheduled hearing was required.
