10.1 LANDSCAPE & LIGHTING MAINTENANCE ASSESSMENT DISTRICTS - COMMUNITY\nOUTREACH\nComments:\nIn May 2025, Tripepi Smith in partnership with the City of Lynwood began its public\noutreach plan and strategy for the Proposition 218 initiative on the Landscape and\nLighting Maintenance Assessment District (LLMDs). Proposition 218 is an amendment to\nthe California Constitution (Articles XIIIC and XIIID) that requires local governments to\nconduct a voter approval process among property owners who would benefit from any\nnew assessment before it could be imposed. Before the passage of Proposition 218, local\ngovernments did not need a voter approval process to impose assessments; only Council\napproval at a scheduled hearing was required. (FIN)\nRecommendation:\nStaff recommends that the City Council receive and file this report.

8.1 PUBLIC HEARING AND PUBLIC INPUT ON THE FIVE-YEAR 2025-2029\nCONSOLIDATED PLAN AND FISCAL YEAR 2025-2026 ANNUAL ACTION PLAN FOR\nTHE ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND\nHOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUNDS\nComments:\nThe U.S. Department of Housing and Urban Development (HUD) requires grantee cities,\nsuch as Lynwood, prepare a Consolidated Plan every five years and an Annual Action\nPlan every year as a condition to receiving federal funding under the Community\nDevelopment Block Grant (CDBG) and HOME Investment Partnerships (HOME). Staff\nrecommends that the City Council conduct a public hearing to receive public input on the\ndraft five-year 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan. (CD)\nRecommendation:\nStaff recommends that the City Council conduct a public hearing to receive public input\non the draft five-year 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action\nPlan and provide direction to Staff for the following:\nConduct a Public Hearing to Solicit Public Comments from Interested Citizens;\nAdopt Resolution No. XXXX adopting The Consolidated Plan for Fiscal Years 20252029, The Annual Action Plan for Fiscal Year 2025-2026, The Analysis of\nImpediments to Fair Housing for Fiscal Year 2025-2029, and The Citizen\nParticipation Plan;\nAccept the CDBG and HOME Policies and Procedures;\nAuthorize the City Manager, or their Designee, to Submit The Consolidated Plan\nand The Annual Action Plan to the U.S. Department of Housing and Urban\nDevelopment; and\nAuthorize the City Manager, or their Designee, to Take all Actions Necessary to\nImplement the Programs Identified in the Consolidated Plan and the Annual Action\nPlan.

8.2 LEVY AND COLLECTION OF DELINQUENT REFUSE CHARGES ON THE\nPROPERTY TAX ROLL FOR FISCAL YEAR 2025-2026 AGAINST SINGLE FAMILY\nRESIDENTIAL PARCELS (UP TO THREE UNITS)\nComments:\nOn June 3, 2025, the City Council adopted a resolution on the City’s intent to levy and\ncollect delinquent refuse charges on the property tax roll against residential parcels (up to\nthree units) for Fiscal Year 2025-2026 and set the public hearing for July 1, 2025. Staff\nadvertised the July 1, 2025 public hearing in the Press Telegram on June 17, 2025 and\nJuly 24, 2025. The notice also informed that the public hearing may be continued to July\n15, 2025. Notices were mailed to the affected property owners of the delinquent refuse\namounts, the city’s intent to place the delinquent refuse charges on the county tax roll,\nand of the July 1, 2025 public hearing (with the possibility of the public hearing being\ncontinued to July 15, 2025). (FIN)\nRecommendation:\nStaff recommends that the City Council open the public hearing, after hearing comments\nand protests, to close the public hearing and adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING\nAND DIRECTING THE COUNTY ASSESSOR TO LEVY AND COLLECT DELINQUENT\nREFUSE BILLS AGAINST SINGLE FAMILY RESIDENTIAL PARCELS (UP TO THREE\nUNITS) FOR FISCAL YEAR 2025-2026 ON THE COUNTY TAX ROLL AND DIRECTING\nTHE COUNTY ASSESSOR TO INCLUDE RESIDENTIAL REFUSE BILLS FROM\nWASTE RESOURCES, INC. (WRI) AS A SPECIAL ASSESSMENT TO BE COLLECTED\nAT THE SAME TIME AND IN THE SAME MANNER AS COUNTY TAXES FOR FISCAL\nYEAR 2025-2026”

9.2 AWARD OF CONTRACT TO SUB ZERO MECHANICAL, INC. FOR THE LYNWOOD\nSENIOR CENTER HVAC REPLACEMENT PROJECT (CIP PROJECT NO.\n9056.68.178)\nComments:\nAs part of the City’s Fiscal Year 2024-2025 Capital Improvements Projects (CIP)\nProgram, the City budgeted for the Lynwood Senior Center HVAC Improvement project.\nStaff evaluated that the HVAC system at the Lynwood Senior Citizen Center was not\noperating properly and efficiently. This is of high priority due to the Senior Center daily\noperation and activities to maintain a desirable temperature threshold especially during\nthe summer months. Staff recommends that City Council award a contract to Subzero\nMechanical in the amount of $165,000. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO SUB ZERO MECHANICAL. 9.3 FIRST AMENDMENT TO THE AGREEMENT FOR GRANT WRITING SERVICES\nComments:\nCity staff requests that the City Council approve the first amendment to the Grant Writing\nServices Agreement between the City and Avant Garde. (CM)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled,\n"RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nTHE FIRST AMENDMENT THE AGREEMENT WITH AVANT GARDE FOR GRANT\nWRITING SERVICES"

9.4 APPROVING THE VENDOR PROCUREMENT LIST AND CONTRACTS WITH\nVARIOUS VENDORS FOR PUBLIC WORKS DEPARTMENT\nComments:\nOn a regular basis, the City Council approves a list of vendors and purchasing limits for\nthese vendors who provide materials, supplies and products used by the Public Works\nDepartment in the daily course of business. Due to changes in the City’s purchasing\npolicy and based on recent purchasing history, staff recommends approving the vendor\nlist and purchasing limits to allow purchase orders to be opened quickly. By approving the\nvendors’ list and the individual expenditure limits and approving contracts with\nconsultants for services, the purchasing process will be somewhat streamlined and will\nprovide for more cost effective and efficient operations. The-approval of this list will not\neliminate the need to compare prices where required under the Lynwood Municipal Code\nand for staff to stay within the City Council approved budget.
