8.1 PUBLIC HEARING AND PUBLIC INPUT ON THE FIVE-YEAR 2025-2029\nCONSOLIDATED PLAN AND FISCAL YEAR 2025-2026 ANNUAL ACTION PLAN FOR\nTHE ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND\nHOME INVESTMENT PARTNERSHIP PROGRAM (HOME) FUNDS\nComments:\nThe U.S. Department of Housing and Urban Development (HUD) requires grantee cities,\nsuch as Lynwood, prepare a Consolidated Plan every five years and an Annual Action\nPlan every year as a condition to receiving federal funding under the Community\nDevelopment Block Grant (CDBG) and HOME Investment Partnerships (HOME). Staff\nrecommends that the City Council conduct a public hearing to receive public input on the\ndraft five-year 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action Plan. (CD)\nRecommendation:\nStaff recommends that the City Council conduct a public hearing to receive public input\non the draft five-year 2025-2029 Consolidated Plan and FY 2025-2026 Annual Action\nPlan and provide direction to Staff for the following:\nConduct a Public Hearing to Solicit Public Comments from Interested Citizens;\nAdopt Resolution No. XXXX adopting The Consolidated Plan for Fiscal Years 20252029, The Annual Action Plan for Fiscal Year 2025-2026, The Analysis of\nImpediments to Fair Housing for Fiscal Year 2025-2029, and The Citizen\nParticipation Plan;\nAccept the CDBG and HOME Policies and Procedures;\nAuthorize the City Manager, or their Designee, to Submit The Consolidated Plan\nand The Annual Action Plan to the U.S. Department of Housing and Urban\nDevelopment; and\nAuthorize the City Manager, or their Designee, to Take all Actions Necessary to\nImplement the Programs Identified in the Consolidated Plan and the Annual Action\nPlan.
