B.11. AGREEMENT FOR SERVICES WITH HR&A ADVISORS, INC. FOR\nHOUSING ELEMENT IMPLEMENTATION PROJECT (COMMUNITY\nLAND TRUST FEASIBILITY STUDY) [J. ALKIRE, F. CONTRERAS, T.\nFARRIS, E. ROTMAN]:\nSUBJECT: The City Council will consider approval of an Agreement for\nServices with HR&A Advisors, Inc. to prepare a Community Land Trust\nFeasibility Study to explore strategies to preserve, improve, and develop\npermanent affordable housing in accordance with Programs 3 and 16 of\nthe City’s 6th Cycle Housing Element. The study and plan have no\npotential for direct physical impacts on the environment and are thus not a\nproject under State CEQA Guidelines section 15061(b)(3).\nRECOMMENDATIONS: 1) Approve an Agreement for Services with\nHR&A Advisors, Inc. in an amount not to exceed $150,000 and a June 30,\n2026, expiration date; 2) Authorize the City Manager or designee to sign\nand execute all documents related to this Agreement.
