10A. City Manager and Community Development – Adopt Categorical Exemption 15301(a), Accept and\nAppropriate Community Project Funding for Community Resource and Response Center: Pathway\nTorrance, Authorize City Manager to Sign Grant Documents, Authorize Funding and Subrecipient\nAgreement, and Authorize City Manager as Signatory for County of Los Angeles Lease Agreement\nSubject to the Prescribed Terms. Expenditure: Not-to-Exceed $6,500,000 (Non-General Funds).\nRecommendation of the City Manager and Community Development Director that City Council:\n1. Adopt California Environmental Quality Act (CEQA) Categorical Exemption 15301 (a); and\n2. Accept and appropriate Community Project Funding Award for the Community Resource and\nResponse Center: Pathway Torrance (B-22-CP-CA-0156), in the amount of $1,000,000, to the\nGRANTCRRC - Community Resource and Response Center Project; and\n3. Authorize the City Manager as the City's signatory for all grant-related documents and to act on the\nCity's behalf with respect to the grant and all decisions in connection with the grant including grant\nsubmission; and\n4. Authorize the City Manager to enter into a Funding and Subrecipient Agreement with the County of\nLos Angeles for the project; and\n5. Authorize the Mayor as the City’s signatory for the lease agreement for the project site with the County\nof Los Angeles subject to the prescribed terms.
