City Manager and Community Development – Adopt Categorical Exemption 15301(a), Accept and\nAppropriate Community Project Funding for Community Resource and Response Center: Pathway\nTorrance, Authorize City Manager to Sign Grant Documents, Authorize Funding and Subrecipient\nAgreement, and Authorize City Manager as Signatory for County of Los Angeles Lease Agreement\nSubject to the Prescribed Terms. Expenditure: Not-to-Exceed $6,500,000 (Non-General Funds).\nRecommendation of the City Manager and Community Development Director that City Council:\n1. Adopt California Environmental Quality Act (CEQA) Categorical Exemption 15301 (a); and\n2. Accept and appropriate Community Project Funding Award for the Community Resource and\nResponse Center: Pathway Torrance (B-22-CP-CA-0156), in the amount of $1,000,000, to the\nGRANTCRRC - Community Resource and Response Center Project; and\n3. Authorize the City Manager as the City's signatory for all grant-related documents and to act on the\nCity's behalf with respect to the grant and all decisions in connection with the grant including grant\nsubmission; and\n4. Authorize the City Manager to enter into a Funding and Subrecipient Agreement with the County of\nLos Angeles for the project; and\n5. Authorize the Mayor as the City’s signatory for the lease agreement for the project site with the County\nof Los Angeles subject to the prescribed terms.

10B. Public Works – Approve Contract Services Agreement for Solid Waste Disposal Services and\nAppropriate Funds. Expenditure Not-to-Exceed $29,480,000 (General Fund & Non-General Fund).\nRecommendation of the Public Works Director that City Council:\n1. Approve a contract services agreement with Allied Waste Transfer Services of California, LLC, of\nWilmington, California, for an amount not-to-exceed $29,480,000, to provide solid waste disposal\nservices for the City’s residential and municipal waste streams for a five-year period beginning\nNovember 1, 2025, and ending October 31, 2030, with an annual consumer price index (CPI)\nadjustment with a 5% cap; and\n2. Appropriate $180,000 from the General Fund’s fund balance to the General Fund’s fiscal year\n2025-26 operating budget; and\n3. Appropriate $540,000 from the Sanitation Fund’s fund balance to the Sanitation Fund’s fiscal year\n2025-26 operating budget; and\n4. Appropriate $70,000 from the Water Fund’s fund balance to the Water Fund’s fiscal year 2025-26\noperating budget.

Discuss and provide direction on appropriated resource contributions and Cottage Food Ordinance\nrelated to the Neighborhood Coordinated Seaside Ranchos Holiday Lights Display; and\n2. Discuss and consider adopting an ORDINANCE amending Torrance Municipal Code (TMC) Section\n415.0.040(B) “Operating Standards” and repealing Section 415.1.050 “Pilot Program” of Division 4\n“Public Health and Welfare”, Chapter 15 “Cottage Food”; and\n3. Expenditure: None.\nIn response to an oral request by Councilwoman Kalani with City Council concurrence, it is the\nrecommendation of the Finance Director that the City Council provide direction to reallocate $16,560 to the\nPolice and $16,560 to the Fire Department fiscal year 2025-26 operating budgets from the fiscal year\n2025-26 City Council operating budget.
