C. Award Request for Proposal to Intercare Holdings Insurance Services, Inc. for Workers' Compensation\nClaims Administration Services\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines;\n2. Award RFP# 442 to Intercare Holdings Insurance Services, Inc. for workers’\ncompensation claims administration services for the Finance Department; and\n3.
