B. GENERAL PLAN UPDATE REQUEST FOR PROPOSAL RESPONSES\nPursuant to Government Code Section 65300, each city shall prepare and adopt\na comprehensive, long-term general plan for the physical development of a city\nconsisting of a statement of development policies including eight mandatory\nelements: land use, circulation, housing, conservation, open space, noise, safety,\nand environmental justice. The City of San Gabriel adopted its general plan in\nJanuary 1990 and a comprehensive update in 2004. On July 2, 2024, the City\nCouncil directed staff to obtain cost estimates for both a comprehensive and\nfocused update. There is no fiscal impact associated with this discussion item,\nwhich is informational only. Should the City Council decide to move forward\nwith the General Plan Update, the overall cost would be spread over a two-tothree-year fiscal period and would be funded by the General Fund. A 5%\nGeneral Plan fee is accessed with every construction permit specifically for\nGeneral Plan purposes.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council appoint two City Council Members to\ninterview the three consulting firms along with staff and provide directions to\nfinalize the selection process of the consultant.\n5
