C. MEMORANDUM OF UNDERSTANDING WITH ARTS BRIDGING THE GAP\nON BEHALF OF SAN GABRIEL VALLEY SYMPHONY FOR USE OF THE SAN\nGABRIEL MISSION PLAYHOUSE\nThe City has been approached by a newly-established professional orchestra\nbased in the San Gabriel Valley for a proposed partnership with the San Gabriel\nMission Playhouse. San Gabriel Valley (SGV) Symphony is working in\nconjunction with an established non-profit, Arts Bridging the Gap, for\ndevelopment of this partnership with the Playhouse. While there is no direct\nfiscal impact for the proposed use, there is a potential for loss of revenue should\nthe concerts not bring in adequate revenue, as expected, to cover the costs of\nPlayhouse use. There is a potential economic benefit to San Gabriel based on\nartists and audience members visiting San Gabriel’s local restaurants and hotels.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the Memorandum of Understanding with Arts Bridging the Gap on\nbehalf of San Gabriel Valley Symphony, thus approving the waiver of certain\ncosts and post-performance payment; and\n2. Authorize the City Manager to execute the Memorandum of Understanding\nand any other necessary documents pending review and approval by the\nCity Attorney.\nAlternatives to Staff Recommendation:\n1. Discuss alternate terms to the phased partnership with Arts Bridging the\nGap and San Gabriel Valley Symphony.\n2. Send the item back to staff to determine additional alternatives.\n3. Other options that the City Council determines after discussing the item.
