3)\nCONSIDERATION OF AGREEMENT WITH VALLEY LIGHT CENTER FOR SOCIAL\nADVANCEMENT FOR BUS SHELTER CLEANING SERVICES\nIt is recommended that the City Council take the following actions:\n1. Find that the City's bidding requirements and procedures are inefficient and not in the best\ninterest of the City for the procurement of bus shelter cleaning services in accordance\nwith Section 2-335(10) of the West Covina Municipal Code.\n2. Authorize the Acting City Manager to negotiate and execute an agreement with Valley\nLight Center for Social Advancement for bus shelter cleaning services, for an initial term\nof three (3) years, with two (2) optional one (1) year extensions, in an amount\nnot-to-exceed $113,760 annually, in a form approved by the City Attorney; and\n3. Authorize the City Manager to exercise the extension options.
