8.1 LEVY AND COLLECTION OF DELINQUENT REFUSE CHARGES ON THE\nPROPERTY TAX ROLL FOR FISCAL YEAR 2025-2026 AGAINST SINGLE FAMILY\nRESIDENTIAL PARCELS (UP TO THREE UNITS)\nComments:\nOn June 3, 2025, the City Council adopted a resolution on the City’s intent to levy and\ncollect delinquent refuse charges on the property tax roll against residential parcels (up to\nthree units) for Fiscal Year 2025-2026 and set the public hearing for July 1, 2025. Staff\nadvertised the July 1, 2025 public hearing in the Press Telegram on June 17, 2025 and\nJune 24, 2025. The notice also informed that the public hearing may be continued to July\n15, 2025. Notices were mailed to the affected property owners of the delinquent refuse\namounts, the city’s intent to place the delinquent refuse charges on the county tax roll,\nand of the July 1, 2025 public hearing (with the possibility of the public hearing being\ncontinued to July 15, 2025).\nOn July 1, 2025, a public hearing was held, the City Council instructed Waste Resources\nInc. (WRI) and staff to conduct additional outreach and continued the public hearing to\nJuly 15, 2025. Subsequently, second notice was mailed to the affected property owners of\nthe delinquent refuse amounts, city's intent to place on county tax roll and the updated\nJuly 15, 2025 public hearing. In addition, staff advertised the new July 15, 2025 public\nhearing in the Press Telegram on July 11, 2025. (FIN)\nRecommendation:\nStaff recommends that the City Council open the public hearing, after hearing comments\nand protests, to close the public hearing and adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING\nAND DIRECTING THE COUNTY ASSESSOR TO LEVY AND COLLECT DELINQUENT\nREFUSE BILLS AGAINST SINGLE FAMILY RESIDENTIAL PARCELS (UP TO THREE\nUNITS) FOR FISCAL YEAR 2025-2026 ON THE COUNTY TAX ROLL AND DIRECTING\nTHE COUNTY ASSESSOR TO INCLUDE RESIDENTIAL REFUSE BILLS FROM\nWASTE RESOURCES, INC. (WRI) AS A SPECIAL ASSESSMENT TO BE COLLECTED\nAT THE SAME TIME AND IN THE SAME MANNER AS COUNTY TAXES FOR FISCAL\nYEAR 2025-2026”
