10.2 DISCUSSION ON THE CREATION OF A CITY OF LYNWOOD JUSTICE FUND AND\nCONSIDERATION OF APPROPRIATION OF FUNDS TO SUPPORT THE JUSTICE\nFUND\nComments:\nThe City of Lynwood is exploring the creation of a Justice Fund to provide free legal\nrepresentation and community-based support services to residents who face deportation\nor are seeking lawful immigration relief but cannot afford legal counsel. This effort aims to\nensure that individuals have fair access to the legal system, especially in cases where\nlack of representation may threaten their ability to remain with their families and\ncommunities. (CM)\nRecommendation:\nStaff recommends that the City Council discuss and provide direction regarding the\npotential creation of a Justice Fund for the City of Lynwood, modeled after the City of\nLong Beach’s Long Beach Justice Fund (LBJF). The City Council will also consider the\nappropriation of $50,000 to support the implementation of a Justice Fund.

10.3 A PROPOSAL AUTHORIZING THE CITY TO INITIATE THE FORMATION OF A JOINT\nPOWERS AUTHORITY (JPA) WITH GATEWAY CITIES TO MONITOR AND LITIGATE\nUNLAWFUL FEDERAL IMMIGRATION ENFORCEMENT ACTIONS\nComments:\nProposal for the City of Lynwood to initiate the formation of a Joint Powers Authority\n(JPA) with neighboring Gateway cities to oversee and audit federal immigration\nenforcement operations conducted within our jurisdictions. The purpose is to ensure that\nthese operations comply with the U.S. Constitution, California state law, and local\npolicies. FOR EMERGENCY MOLD\nREMEDIATION AT THE LYNWOOD NORTH CITY HALL, AND AUTHORIZATION FOR\nCITY MANAGER TO EXECUTE SUBSEQUENT AGREEMENTS FOR RE-BUILD\nREPAIRS (CIP PROJECT NO. 1035.68.176)\nComments:\nIn response to the need for emergency mold remediation at the North City Hall Building,\nstaff received three (3) quotes to perform this work. Staff recommends that the City\nCouncil award the contract to American Plus, Inc. in the amount of $258,365.39.\nAdditionally, staff recommends that the City Council authorize the City Manager to\nexecute subsequent agreements for the re-build repairs once the mold remediation is\ncomplete, up to the amount of $200,000. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A\nCONTRACT TO AMERICAN PLUS, INC. 8.1 LEVY AND COLLECTION OF DELINQUENT REFUSE CHARGES ON THE\nPROPERTY TAX ROLL FOR FISCAL YEAR 2025-2026 AGAINST SINGLE FAMILY\nRESIDENTIAL PARCELS (UP TO THREE UNITS)\nComments:\nOn June 3, 2025, the City Council adopted a resolution on the City’s intent to levy and\ncollect delinquent refuse charges on the property tax roll against residential parcels (up to\nthree units) for Fiscal Year 2025-2026 and set the public hearing for July 1, 2025. Staff\nadvertised the July 1, 2025 public hearing in the Press Telegram on June 17, 2025 and\nJune 24, 2025. The notice also informed that the public hearing may be continued to July\n15, 2025. Notices were mailed to the affected property owners of the delinquent refuse\namounts, the city’s intent to place the delinquent refuse charges on the county tax roll,\nand of the July 1, 2025 public hearing (with the possibility of the public hearing being\ncontinued to July 15, 2025).\nOn July 1, 2025, a public hearing was held, the City Council instructed Waste Resources\nInc. (WRI) and staff to conduct additional outreach and continued the public hearing to\nJuly 15, 2025. Subsequently, second notice was mailed to the affected property owners of\nthe delinquent refuse amounts, city's intent to place on county tax roll and the updated\nJuly 15, 2025 public hearing. In addition, staff advertised the new July 15, 2025 public\nhearing in the Press Telegram on July 11, 2025. (FIN)\nRecommendation:\nStaff recommends that the City Council open the public hearing, after hearing comments\nand protests, to close the public hearing and adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING\nAND DIRECTING THE COUNTY ASSESSOR TO LEVY AND COLLECT DELINQUENT\nREFUSE BILLS AGAINST SINGLE FAMILY RESIDENTIAL PARCELS (UP TO THREE\nUNITS) FOR FISCAL YEAR 2025-2026 ON THE COUNTY TAX ROLL AND DIRECTING\nTHE COUNTY ASSESSOR TO INCLUDE RESIDENTIAL REFUSE BILLS FROM\nWASTE RESOURCES, INC. The project has been completed and is now ready for acceptance by the\nCity Council. 9.5 APPROVING THE LAND AND WATER CONSERVATION GRANT APPLICATION\nDEVELOPMENT AND SUBMITTAL FOR “SPACE RENOVATION AT SANBORN\nAVENUE AND CALIFORNIA AVENUE PROJECT. - CIP NO. 4011.68.118”\nComments:\nOn February 6, 2024, the City of Lynwood awarded a contract to SWA Group Inc. under\nthe Technical Assistance Program for the California Avenue and Sanborn Avenue\nBeautification Project. Based on community outreach and engagement, SWA Group Inc.\ndeveloped a community-preferred conceptual design. This project is now moving forward\ninto the design-build phase. In early March 2025, staff identified the Land and Water\nConservation Fund as an opportunity to supplement local match funds. The project aims\nto aesthetically enhance the California Avenue and Sanborn Avenue corridors, improve\nsafety and community identity, and deter illegal dumping. 9.7 ADOPT RESOLUTION IN SUPPORT OF SENATE BILL 627 AND SENATE BILL 805 IMMIGRATION ENFORCEMENT AND IDENTIFICATION, AND TAKE RELATED\nACTIONS\nComments:\nSenate Bill 627, introduced by California Senator Anthony Weiner, known as the No\nSecret Police Act, makes it a crime for a law enforcement officer to wear any mask or\npersonal disguise while interacting with the public in the performance of their duties.\nSenate Bill 805, introduced by California Senator Sasha Renée Pérez, known as the No\nVigilantes Act, aims to expand police impersonation laws.\nGiven the City of Lynwood’s commitment to the welfare of immigrant communities,\nsupporting these pieces of legislation align with the City’s values and priorities. (CM)\nRecommendation:\nStaff recommends that the City Council:\n1. Adopt resolution in support of Senate Bill 627 (Weiner) Law enforcement: masks;\nand Senate Bill 805 (Pérez) Crimes; and\n2. Authorize the Mayor to send a letter of support to the authors of the bills.
