Award the contract to the lowest responsible bidder, Torres Sanitation Systems Construction, in\nthe amount of $473,000, for the Magnolia and Broadway Sanitary Sewer Improvements\nProject; authorize the Director of Public Works to execute the contract and any related\ndocuments and to take the necessary actions to implement and administer the contract;\ndetermine the project is categorically exempt from the California Environmental Quality Act\npursuant to Class 3, Section 15303 (d) (New Construction) of Title 14 of the California Code of\nRegulations, and authorize the Finance Director to execute the Escrow Agreement pertaining\nto contract retentions.
