6F. AWARD OF CONTRACT TO ALL CITY MANAGEMENT SERVICES, INC. FOR\nCROSSING GUARD SERVICES\nFollowing a Request for Proposals in 2019 soliciting proposals to provide professional\ncross guard services for three (3) locations at nearby schools, All City Management\nServices, Inc. (ACMS) was awarded a one (1) year contract at the March 23, 2021, City\nCouncil meeting. The contract term expired as of June 30, 2022. Following discussion,\nCity staff and ACMS were able to come to an agreement for a new three (3) year\ncontract. To ensure a safe community, City staff recommends entering into an\nagreement with All City Management Services, Inc. to continue to provide professional\ncrossing guard services.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act, since the action herein does not constitute a “project” as\ndefined by Section 15378 of the CEQA guidelines; and\n2. Award a contract to All City Management Services, Inc. to provide professional\ncrossing guard services for a 3-year maximum contract amount of $137,000,\nexcluding CPI adjustments as provided for in the draft Professional Services\nAgreement; and\n3. Authorize the City Manager to, with concurrence of the City Attorney, to make minor\nmodifications to the Professional Services Agreement and to bind the City of\nStanton; and\n4. Authorize the City Manager to approve contract change orders and contract\namendments with All City Management Services, Inc., as needed and determined by\nCity staff, for any contingencies up to $13,700 (10% of contract amount).\nMarch 28, 2023
