City Council declare that this item is not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. Approve the Second Amendment to the Agreement for Family Resource Center\nServices with the Boys & Girls Club of Garden Grove; and\n3. CITY SPONSORSHIP REQUEST – STANTON COMMUNITY FOUNDATION 20TH\nANNUAL CAR SHOW\nPer the City’s Sponsorship Program, the Stanton Community Foundation is requesting\nco-sponsorship of the 20th Annual Car Show. The sponsorship request is for in-kind\nconsideration valued at $300. At its meeting on August 23, 2022, the City Council\ndirected staff to bring all sponsorship requests to the Council for consideration until\nfurther notice.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Class 1, Section 15301c; and\n2. Determine the status of the Stanton Community Foundation’s sponsorship request\nfor a total in-kind value of $300.

6F. AWARD OF CONTRACT TO ALL CITY MANAGEMENT SERVICES, INC. FOR\nCROSSING GUARD SERVICES\nFollowing a Request for Proposals in 2019 soliciting proposals to provide professional\ncross guard services for three (3) locations at nearby schools, All City Management\nServices, Inc. (ACMS) was awarded a one (1) year contract at the March 23, 2021, City\nCouncil meeting. The contract term expired as of June 30, 2022. Following discussion,\nCity staff and ACMS were able to come to an agreement for a new three (3) year\ncontract. To ensure a safe community, City staff recommends entering into an\nagreement with All City Management Services, Inc. to continue to provide professional\ncrossing guard services.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act, since the action herein does not constitute a “project” as\ndefined by Section 15378 of the CEQA guidelines; and\n2. Award a contract to All City Management Services, Inc. to provide professional\ncrossing guard services for a 3-year maximum contract amount of $137,000,\nexcluding CPI adjustments as provided for in the draft Professional Services\nAgreement; and\n3. Authorize the City Manager to, with concurrence of the City Attorney, to make minor\nmodifications to the Professional Services Agreement and to bind the City of\nStanton; and\n4. Authorize the City Manager to approve contract change orders and contract\namendments with All City Management Services, Inc., as needed and determined by\nCity staff, for any contingencies up to $13,700 (10% of contract amount).\nMarch 28, 2023

6G. ACCEPTANCE OF THE FISCAL YEAR (FY) 2021-22 CITYWIDE STREET\nRESURFACING PROJECT BY THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA\nThe FY 2021-22 Citywide Street Resurfacing Project consisting of roadway grading and\nearthwork, curb and gutter, asphalt pavement, slurry seal, signing and striping, and all\nappurtenant work of the arterial highways throughout the City of Stanton is now\ncomplete. The final construction cost for the project was $2,015,848.59. The City\nEngineer certifies that the work was satisfactorily completed as of February 15, 2023\nand recommends that the City Council accept the completed work performed on this\nproject.\nRECOMMENDED ACTION:\n1. City Council declare that project categorically exempt under the California\nEnvironmental Quality Act (CEQA), Class 1, Section 15301c; and\n2. Approve the final construction contract amount of $2,015,848.59 with All American\nAsphalt, Inc.; and\n3. Direct the City Clerk within ten (10) days from the date of acceptance to file the\nNotice of Completion (Attachment) with the County Clerk-Recorder of the County of\nOrange; and\n4. Direct City staff after thirty-five (35) days has elapsed from the filing of the “Notice of\nCompletion” with the County Clerk-Recorder to make the retention payment to All\nAmerican Asphalt, Inc. in the amount of $100,793.00.

6H. AUTHORIZING ADJUSTMENTS TO SCOPE OF SERVICES FOR\nTELECOMMMUNICATIONS PROFESSIONAL SERVICES AGREEMENT WITH TPX\nCOMMUNICATIONS\nAt its meeting of October 11, 2022, Council approved a professional services\nagreement with TPx Communications (TPx) to provide telecommunications services.\nTPx Communications provides flexible scaling of their cloud voice phone system to\naccommodate changes in the number of phone users. Staff is requesting authorization\nto make minor adjustments to the scope of services to meet the operational needs of\nthe City.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. Authorize the City Manager to make service quantity changes in the TPx\nTelecommunications Service Agreement, provided that the cumulative resulting\nchange in cost does not exceed the City Manager’s signing authority.\nMarch 28, 2023

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, PERTAINING TO RESTRICTIONS BASED ON CURB MARKINGS\nThis ordinance establishes parking restrictions on City streets based on the color that\nthe City paints curbs through the authority found in California Vehicle Code § 21458.\nRECOMMENDED ACTION:\n1. City Council find the proposed ordinance not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to State CEQA Guidelines section 15060(c)(2),\n15061(b)(3), and 15378(b)(5); and\n2. Conduct the first reading of Ordinance No. 1131 entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADDING SECTION 10.08.015 TO THE MUNICIPAL CODE\nTO ESTABLISH PARKING REQUIREMENTS BASED ON CURB\nMARKINGS AND DETERMINING THE ORDINANCE TO BE EXEMPT\nFROM CEQA PURSUANT TO STATE CEQA GUIDELINES SECTIONS\n15060(c)(2), 15061(b)(3) AND 15378(b)(5)”; and\n3. Set April 11, 2023 as the date for second reading of Ordinance No. 1131.

CITY COUNCIL CONSIDERATION OF OPTING INTO SETTLEMENT AGREEMENTS\nWITH THE FOLLOWING DEFENDANTS WHO HAVE ENTERED INTO NATIONAL\nOPIOID SETTLEMENTS - TEVA; ALLERGAN; WALMART; WALGREENS; AND CVS\nConsideration of opportunity to opt into federal settlement agreements with defendants\nwho have entered into National Opioid Settlements: Teva, Allergan, Walmart,\nWalgreens, and CVS.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. Opt into settlement agreement with three pharmacy chains — CVS, Walgreens, and\nWalmart and direct the City Manager to execute any documents necessary to\nimplement the action and, when possible, allocate the City’s designated share of\nsettlement funds to the County of Orange; and\n3. Opt into settlement agreement with two opioid manufacturers — Allergan and Teva\nand direct the City Manager to execute any documents necessary to implement the\naction and, when possible, allocate the City’s designated share of settlement funds\nto the County of Orange.\nMarch 28, 2023
