22.\nResolution No. 2025-51: Community Development Block Grant - 2025-29\nConsolidated Plan, 2025-26 Annual Action Plan, and Citizen Participation\nPlan Amendment\na) Conduct a public hearing to receive comments on the Draft 2025-29\nConsolidated Plan, Draft 2025-26 Action Plan, and Draft Citizen Participation Plan\nAmendment;\nb) Find the approval of the 2025-29 Consolidated Plan, 2025- 26 Action Plan, and\nCitizen Participation Plan Amendment exempt from the National Environmental\nPolicy Act NEPA pursuant to 24 CFR Part 58, Section 58.34;\nc) Find the approval of the 2025-29 Consolidated Plan, 2025- 26 Action Plan, and\nCitizen Participation Plan Amendment are exempt from the California Environmental\nQuality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a\ndirect or reasonably foreseeable indirect physical change in the environment) and\n15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA\nGuidelines, California Code of Regulations, Title 14, Chapter 3, because it has no\npotential for resulting in physical change to the environment, directly or indirectly;\nd) Adopt Resolution No. 2025- 51, A Resolution of the City Council of the City of\nNewport Beach, California, Approving the 2025-2029 Consolidated Plan, 20252026 Annual Action Plan, and Citizen Participation Plan for the Federal\nCommunity Development Block Grant Program;\ne) Authorize the City Manager to:\n1. Submit the 2025-29 Consolidated Plan, 2025-29 Action Plan, and Citizen\nParticipation Plan Amendment to U.S. Department of Housing and Urban\nDevelopment (HUD);\n2. Execute the 2025-26 Community Development Block Grant (CDBG) Program\nGrant Agreement and all related documents on behalf of the City;\n3. Execute the sub-recipient agreements with the nonprofit organizations\nreceiving allocations of CDBG funds in the Action Plan; and\n4. Authorize the community development director, or their designee, to be the\nofficial representative of the City of Newport Beach, and to submit required\nenvironmental documentation for CDBG projects; and\nf) Authorize the City Manager and City Clerk to execute a five-year Professional\nServices Agreement with Michael Baker International, Inc. for CDBG program\nadministration and affordable housing monitoring.\nStaff Report\nAttachment A - Resolution No. 2025-51\nAttachment B - Professional Services Agreement
