6.\nResolution No. 2025-45: To Adopt Revisions to the City of Newport Beach\nKey and Management Compensation Plan\na) Determine this action is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines\nbecause this action will not result in a physical change to the environment, directly or\nindirectly;\nb) Adopt Resolution No. 2025-45: A Resolution of the City Council of the City of\nNewport Beach, California, Adopting the 2025 Key & Management Compensation\nPlan, which shall be effective from July 12, 2025 through June 30, 2028 and\nAmending the Salary Schedule for Key & Management Employees, the City\nManager, the City Attorney, and the City Clerk;\nc) Approve Budget Amendment No. 26-012, appropriating $1,341,837 increased\nexpenditures in various City division salary and benefit accounts from\nunappropriated General Fund balances; and\nd) Approve and adopt the revisions to the Citywide salary schedule for those\nemployees who tie to the Key and Management group for cost-of-living and/or salary\nadjustments.\nStaff Report\nAttachment A - Resolution No. 2025-45\nAttachment B - Budget Amendment\nAttachment C - Estimated Cost of K&M Compensation Plan
