3.1 Construction Contract Award - Palomar St. Widening (Phase 2) and Cemetery\nImprovements (Phase 1) Projects (CIP 028-2, 067-1)\nLocation: Palomar St. (Wildomar Trail to Ione Ln.), Gruwell St. (Palomar St. to\nOrange St.), and the Wildomar Cemetery\nPresented By: Jason Farag , Public Works/ Engineering Department\nRECOMMENDATION:\n1. Authorize the City Manager to execute a construction contract with Van\nEngineering, Inc. in the amount of $7,695,693 for the Palomar Street Widening,\nPhase 2, and Cemetery Improvements, Phase 1, Projects (CIP 028-2 and 067-1)\n(Projects) and waive any informality or irregularity in the bid.\n2. Authorize the Public Works Director to approve change orders not to exceed 5%\nof the construction contract amount (contingency).\n3. Authorize the Public Works Director to execute a Task Agreement with GeoCon\nWest, Inc., under their existing on-call services agreement with the City, in the\namount of $87,774.88 for material testing for the Projects, plus Extra Work\nAuthorizations not to exceed $10,000, for a total not to exceed of $97,774.88.\n4. Authorize the City Manager to execute the Fifth Amendment with Mark Thomas,\nInc. in the amount of $103,124 for design construction support, for a total not to\nexceed $103,124.\n5. Authorize the Public Works Director to execute a Task Agreement with Interwest\nConsulting Group, under their existing on-call services agreement with the City, in\nthe amount of $246,882 for Construction Management and Inspection services for\nthe Projects, plus Extra Work Authorizations not to exceed $12,118, for a total not\nto exceed of $259,000.\n6. Approve a supplemental appropriation for Fund 503 (TUMF) to add $374,500 in\nrevenue and expenditures.\n7. Approve a supplemental appropriation for Fund 201 (Measure A) to add $56,000\nin expenditures.\n8. Approve a revised appropriation for Fund 120 (Measure AA) to reduce\nexpenditures by $506,500.\n9. Approve a supplemental appropriation to Fund 300 (Cemetery) for an additional\n$500,000 in transfers out expenditures to Cemetery Fund 302.\n10. Approve a revised appropriation for Fund 302 (Cemetery CIP) to increase\nexpenditure appropriations by $925,000 and budgeted transfers in revenue by\n$1,743,000 to bring both the total appropriations and revenue to $1,843,000 each.\n11. Approve a supplemental appropriation in Fund 440 (DIF) for an additional\n$405,000 in expenditures.\n12. Approve a decrease in appropriations and revenues in Fund 500 Capital\nReinvestment in the amount of $13,000.\n13. Approve a supplemental appropriation in the General Fund to increase\ncontractual service appropriations by $1,243,000 in the Police department in order\nto account for the reallocation of ARPA to the Cemetery Improvements Fund 302.\n14.
