21.\nAWARD CONTRACT: PROFESSIONAL ENGINEERING SERVICES FOR THE\nDEVELOPMENT OF A MASTER PLAN FOR STREET LIGHT REPLACEMENT –\nF2M25-30, RFP2M25-4, C2M25-36, M2M25-114\nOn March 24, 2025, the City Council approved distributing the Request for Proposals\n(RFP) for the Professional Engineering Services for the Development of a Master Plan for\nStreet Light Replacement. Staff circulated the RFP for the project and received proposals\nfrom two companies. Staff reviewed and evaluated the responding proposals and found\nthe proposal submitted by Evari Consulting, Inc. conforms to the RFP and received the\nhighest rating. Consultants were rated on qualifications of staff, experience with similar\nkind of work, overall cost, project references, soundness of technical approach, ability to\nmeet required timelines and quality of proposal format.\nRecommended Action:\nCity Council award contract, subject to final language\napproval by the City Manager and City Attorney, to Evari Consulting, Inc. for Professional\nEngineering Services for the development of a Master Plan for street light replacement, in\nan amount not to exceed $235,762.00; and, direct staff to undertake the steps necessary\nto finalize Council’s action.
